Board of Health Meeting <br />April 2, 1998 <br />The meeting was called to order at 6:00 P.M. in the Berger Room, 16 Lowell Street, Reading, <br />Massachusetts by Chairperson James J. Nugent. Member Cynthia Richards and Selectmen Sally <br />Hoyt as liaison to the Board were present. <br />The minutes of March 12, 1998 were read and accepted (2:0:0). <br />New Business <br />• Tobacco program update by Ruth Brophy, Director of Reading Stoneham Program: , <br />Youth compliance : Reading 96%, Stoneham 100 Merchant Education Completed for <br />this compliance check., Store front program in progress for advertising. Cessation groups <br />working well. Many members and great success. Restaurants in Stoneham getting ready to <br />go smoke free by May. <br />• Administrative Assistant, Carol DeCost presented her responsibilities to the Board. She <br />discussed her work with the computer, licensing and Title V programming. <br />• Sandra Sanfilippo was interviewed for a temporary student massage license with Health <br />Touch for 100 hours of training. Her student license expires in Reading September 30, <br />1998. (vote:2:0:0). <br />• Petitioner of Article 24 Spring Town Meeting -Noise Pollution came before the Board to <br />discuss his article. The Board is mentioned as the enforcing body. Discussion with <br />petitioner, Ron Wood, pointed out the state code 310 CMR 7.10 which is more strict than <br />the proposed local petition. Mrs. Hoyt , Selectmen liaison suggested the petitioner table the <br />article. Petitioner agreed with the Board. <br />• Discussion of Fook Koi Restaurant and need to comply with Health Inspectors inspections. <br />Prior to meeting the restaurant was visited 3 times. The owner has begun to show some <br />good faith effort. Chairman has suggested he take a Chinese Serve Safe course. <br />• Bagel Villa formally Bagel Alley neighbors represented by John and Denise Meuse with a <br />signed petition complaining about trash, dumpster, and dumpster being left open. The <br />neighbors requesting change be made since there is a new owner. They are tired of calling <br />with each complaint. The shop owner is aware of the health department regulations and is <br />working out the dumpster issue with the building owner and their waste management <br />company. <br />Old Business <br />Review of day to day operation set aside for May meeting due to late hour and Town <br />Meeting. <br />Adjourned at 7:10 P.M. <br />Respectfully submitted by, <br />Jane M.
