Board of Health Meeting <br />May 28, 1998 <br />The meeting was called to order at 6:00 P.M. in the Berger Room, 16 Lowell Street, Reading, <br />Massachusetts by Chairperson James J. Nugent, Jr. Member Cynthia Richards and Selectmen <br />Sally Hoyt as liaison to the Board were present. <br />The minutes of April 2 , 1998 were read and accepted (2:0:0). <br />New Business <br />• Latham and Latham, P.C. presented plans for Pleasant Street Extension. Owners <br />McTaggett and Cain requesting review and approval by the Board of Health. Impact <br />Statement reviewed. Town sewage and Town water will be used for three home cul-de-sac. <br />Motion to approve was made by C. Richards, seconded by James Nugent. Vote to accept <br />2:0:0. <br />• Massage Therapy license candidate, Lee Newcomb, interviewed by Board. Mr. Newcomb <br />has secured a position at Health Touch, his file and requirements according to regulations <br />are in order. The National Exam has been applied for. He will take the exam in August <br />(next offering). Motion made to issue temporary license until September 1, 1998. vote <br />2:0:0. <br />• Discussion of open Board of Health position. Two applications and one reappointment of <br />incumbent - June 2 Selectmen's Meeting. <br />- + Update from Health Inspector, Joan Vitale: 430 food inspection over the last year, multiple <br />housing inspections, 5 camp and pool inspections, 25 animal inspections. Mr. Nugent will <br />also arrange with Federal Food and Drug Administration for a joint inspection of a local <br />restaurant. Joan has also passed Pool Operators Course. <br />• Discussion of Fook Hoi Restaurant complaint by their landlord regarding fire hazard and <br />roaches. Re-inspection and order letter sent as well as note to landlord's attorney regarding <br />health issues addressed. Health Inspector has made 3 more inspections. Fines begin June 3. <br />The Board suggests taking "keys" from owner to make sure the message is delivered. <br />• Dumpster complaints ; Baptist Church, Sonny's Car Wash, and Dust Busters. <br />Old Business <br />• Bagel Villa - dumpster has been down sized from 6 c/yds. to 4 c/yds and moved to the back <br />of the building. Neighbors and owner content. <br />• Title 5 application pending signatures. <br />• Animal inspections Mr. Beninati /Debra Drive. Homing Pigeons. Mr. Beninati was given a <br />variance in 1997 to keep his 35 birds. Upon inspection by the animal inspector yesterday <br />5/28 it was discovered he has increased his flock to 70 birds. The Board has voted 2:0:0 to <br />order the reduction of Mr. Beninati's flock to the variance size of 35 by June 30, 1998. Each <br />day beyond that time a fine of $25 will be imposed. The Health Administrator is directed to <br />inform Mr. Beninati in writing of the finding. <br />
