Board of Health Meeting
NOVEMBER 12, 1998
The meeting was called to order at 6:06P.M. Reading Town Hall, Berger Room, 16
Lowell Street, Reading, Massachusetts by member James J. Nugent. Member Nancy
Carlson and staff liaison Jane Fiore were present.
Minutes of the September 10, 1998 and October 8, 1998 meetings were accepted as read
(vote 2:0:0). The minutes of the June 11, 1998 meeting were tabled due to the
compliment of Board members present.
New Business
• Review of Lori Hollistrom's application for a massage therapy license were
again reviewed. Ms. Hollistrom was not present application tabled..
• Kristin McEachern and Dorothy Janeczak were interviewed and approved for a
six-month temporary massage therapy license until each takes and passes the
National Exam. Expiration of temporary license will be on May 12, 1999.
• Citizen Brian Powers, massage therapist and owner of The Wellness
Cooperative requested the Board review the language at the head of the
Massage therapy license application. He requested the language be changed
from masseur to Massage therapy and Body Works. Discussion was held.
Nancy Carlson made a motion to change the language of the heading on the
application. The vote was 2:0:0 to change the language to Massage Therapy and
Body Works.
• Reorganization of the Reading Board of Health was completed. James Nugent
was elected as Chairman, Nancy Carlson as secretary.
• Kevin Jablonski potential owner of 15 Cape Cod Avenue came before the
Board to discuss the results of a home inspection. The inspected suggested he
and his wife get a variance from the Board regarding the height of the ceilings
in the building built in 1939. The variance was granted and will be filed by the
homeowner after they have passed papers on the property November 20, 1998.
At that time the Health Administrator was directed by the Board to mail the
letter informing the new homeowners of the granted variance.
• Sealer of Weights and Measures presented issue regarding need for increase in
fee for services. (see attached rate change old to proposed) Discussion was held
regarding the need to raise fees. The 6 six rounding towns charge the proposed
amounts. Reading has not raised sealer fees for 20 years. The cost to pay, train
and seal, pumps, and scales is more costly. At the present time the sealer cover
his salary exactly by fee intact. The coverage for training and travel and
incidentals are not covered estimated at $300. The rise in the fee schedule
would exactly cover the cost of the entire operation. The vote was taken 2:0:0
in favor of the proposed changed.
