BYLAW COMMITTEE MINUTES #138 <br />October 13, 1988 <br />Members present: Ed Murphy, George Theophanis, and Dolores Carroll. <br />7:45 Chairman Murphy called the meeting to order in the Employees' <br />Lounge of Town Hall. <br />Postponed the reading of minutes x#137 due to the absence of <br />Phil Pacino and proceeded to reconsider and vote on the <br />following articles <br />Article 17: Moved and seconded that we recommend Article 17 by <br />a vote of 3-0-0. <br />Article 19: (Old Article 18) Moved and seconded that.we <br />recommend Article 19 by a vote of 3-0-0. <br />Article 18: (old Article 19) Action pending. <br />Article 21: Action pending. Waiting to speak with Town <br />Counsel Ted. Cohen on why sections of state law omitted from <br />article and the difference in the fine as it appears in the <br />state law ($200) versus as it appears in the article ($300). <br />Article 23: Moved and seconded that we recommend Article 23 by <br />a vote of 3-0-0. <br />8:30 Present to discuss Article 24 was resident Roger Quimby. He <br />feels that the article. is too ambiguous. George Theophanis <br />suggested that.he speak with the Finance Committee and Town <br />Manager Peter Hechenbleikner. <br />Article 24: Action pending. <br />Article 25: Moved and seconded that we recommend Article 25 by <br />a vote of 3-0-0. <br />Article 30: Moved and seconded that we recommend Article 30 by <br />a vote of 3-0-0. <br />9:00 Article 31: Residents Rick Mayberry and Frank Driscoll <br />appeared as petitioners of this article. They wanted to <br />emphasize that intent of this article was not do anything to <br />effect Mr. Polanski by this rezoning, as existing property <br />would be grandfathered under this proposal. <br />The committee decided against taking action without the benefit <br />of a full committee and hearing only one side. CPDC will hold <br />a public hearing-on this matter October 24. <br />Article 31: Action pending. <br />Article 32: Moved and seconded that we do not recommend <br />Article 32 by a ,vote of 3-0-0. <br />
