Bylaw Committee:Minutes #144 <br />January 11, 1989 <br />Members present; Ed Murphy; George'Tho)ephanis, Dolores Carroll and Phil Pacino. <br />7:35 Meeting called to order in Room 16 of the Town Hall. <br />Minutes,#142 approved by a vote of 4-0 <br />Minutes'#143 approved as amended by a vote of 4-0 <br />Chairman Murphy reviewed with the committee a notice received on the Annual <br />Report of the Town. After` discussion it was agreed that.George Thoephanis would <br />author the Bylaw Committee section of the Annual report. <br />The committee then reviewed the instructional motion made at the last Town <br />Meeting which directs the Bylaw Committee to compile a history of the Bylaws <br />and all changes thereon. After discussion it was decided to invite Ben Nichols, <br />the maker, of the motion,to a future Bylaw Committee meeting to discuss the <br />request. Additionally Chairman Murphy will contact the Town Clerk office as to <br />availablity of any data relating to this request. <br />The committee then proceded to return to the process of recodifing the Bylaws. <br />The following changes were made: <br />Article 1 was renumbered- 1.1 recame 1.0,`1.1.1 became 1.1, 1.1.2 became <br />1.2, 1.1.3 became 1.3, 1.1.4 became 1.4, 1.1.5.became 1.5, 1.1.6 became <br />1.6 and 1.1.7 became 1.7. <br />Article 3 was placed in order - 3.0 Town Offices and Officers, 3.1 Selectman, <br />3.2 Town Treasurer-Collector and Town Accountant, 3.3 Town Clerk, 3.4 <br />Finance Committee, 3.5 Bylaw Committee, 3.6 Council on Aging, 3.7 Board of <br />Cemet'iry Trustees and 3.8 Gas Inspector <br />Article 4 was placed in order - 4.0 Conduct of Town Business, 4.1 Capital <br />Improvement Program, 4.2 Resolution of Legal Matters, 4.3 Town Reports and <br />Records, 4.4 Contracts, 4.5 Licenses (this is to include bylaws dealing with <br />Laudromats), 4.6 Disposal of Surplus Property, 4.7 Personnel, 4.8 Physicals, <br />4.9 User Fees, 4.10 Municipal Data Processing Center and 4.11 Rules and <br />Regulations. <br />Article 5 was placed in order - 5.0 Public Order, 5.1 Public Works, 5.2 <br />Streets, Highways and Public Property, 5.3 Anti-Litter, 5.4 Ex#f-ation and <br />Wells, 5.5 Public Conduct, 5,6 Dog Leash Law, 5.7 Wetlands Protection, <br />5.8 Scenic Roads, 5.9 Newsracks, 5.10 Retail Sales Hours and 5.11 Ticketing <br />Bylaw. <br />The committee then discussed getting a1,1 'changes made to date in therecodification <br />process.to the Town.Clerk so they could put.on the word.processing system of the <br />Town.
