Bylaw Committee Minutes #145 January 25, 1989 Members present: Ed Murphy, George Theophanis, Dolores Carroll, Niles Nordberg and Phil Pacino. 7:37 Meeting called to order in Room 16 of the Town Hall. Minutes #144 were approved as corrected by a vote of 4-0 The committee reviewed its report that will be included in the Annual Report of the Town. Chariman Murphy requested that the committee review the minutes of September 14, 1988 (#134) dealing with the issue of reconsideration. Chairman Murphy questioned if the proposed change in the bylaws addressed a instructional motion made by Town Meeting on the issue. After discussion it was decided that Robert's Rules were not appropriate for a legislative body and thus the proposed change proper and should be included in the recodification of the bylaws. This w uld address the issue of redundant debate and final closure of a warran~ article. The committee then returned to the recodification process. The committee after discussion decided to head each section with the title "Article" followed by a single number. On a motion of George Theophanis and seconded by Nils Nordberg the committee voted 5-0 to use the word "bylaw" in the recodified bylaws with no dash, in lower case and as 1 word in conformance with the Charter. The following changes were decided by the committee: Article 5.1.5 - 2 paragraphs were combined into 1 Article 5.3.22 - Eliminated Article 1.7 - A definition of He-She-Himself will be included Article 3.8 - Renumbered into 4 sections Article 4.8.8 - Renumbered into Article 4.8.8.1, 4.8.8.2 and 4.8.8.3 Article 4.10.2 - Added and will include the 3 final paragraphs of Article 4.10.1 Article 5.2.2 - Renumbered into Article 5.2.2.1 and 5.2.2.2. 5.2.2.1 will include the lst paragraph of 5.2.2 and 5.2.2.2 will include the 2nd paragraph of 5.2.2 Article 5.5.4 - Renumbered into Article 5.5.4.1 and 5.5.4.2. 5.5.4.1 will include the 1st paragraph of 5.5.4 and 5.5.4.2 will include the 2nd paragraph of 5.5.4 Article 5.6 Renumbered as 5.6.1, 5.6.2, 5.6.3, 5.6.4, 5.6.5, 5.6.6.11, 5.6.6.2 and 5.6.7 Article 5.7 - Renumbered and added 5.7.13, 5.7.14.1, 5.7.14.2, 5.7.14.3 and 5.7.15.
