BYLAW COMMITTEE MINUTES #151 <br />April 19, 1989 <br />Members present: Ed Murphy, George Theophanis, Nils Nordberg and <br />Dolores Carroll. <br />7:45 Chairman Murphy called the meeting to order in Room 16 of Town <br />Hall. <br />Chairman Murphy opened the meeting with the introduction of <br />Treasurer/Collector Beth Klepeis, who had come before the <br />committee to discuss several articles on the Special Town <br />Meeting warrant. <br />Article 4 would establish a special fund for the proceeds from <br />the sale of real estate which could be used for debt service, <br />capital projects or unfunded pension liability. <br />Articles 11 and 12 involved a lengthy explanation by <br />Ms. Klepeis on the current and proposed medical coverage for <br />retirees and town employees. Basically, acceptance of these <br />motions would decrease the cost of insurance to retirees, <br />increase the cost to HMO members (some of whom are covered by <br />the town for their entire premium), thereby creating a more <br />consistent payment plan. <br />Town Planner Jonathan Edwards appeared next to inform the <br />committee that due to an error in the publication of a legal <br />notice, Articles 13, 14, 15, 16, 17 and 18, originally <br />scheduled for public hearing before the CPDC on April 21, would <br />now be heard on May 9. Mr. Edwards was going to recommend to <br />the selectmen that business under these articles be taken up at <br />an adjourned session of Special Town Meeting on May 11. <br />Following a review and discussion of these articles with the <br />committee, Dennis Cronin, attorney representing the petitioner <br />of Articles 17 and 18 appeared. Acceptance of these articles <br />would allow (after the granting of a special permit) child care <br />facilities in all but industrial zones of the town. Mr. Cronin <br />advised the committee that Kinder Care, a nation wide infant <br />and child care provider, was interested in a Main Street <br />location. Mr. Nordberg suggested several changes in the <br />wording of Article 18 in preparation of the motion, which Mr. <br />Cronin agreed to. <br />The committee then proceeded to take action on the following <br />articles: <br />Article 4: On motion of Nils Nordberg and seconded by <br />George Theophanis, it was voted to recommend Article 4. Motion <br />carried by a vote of 4-0-0. <br />Article 11: On motion of Nils Nordberg and seconded by <br />George Theophanis, it was voted to recommend Article 11 by a <br />vote of 4-0-0. <br />
