George Theophanis 9 <br />Phil Pacino <br />Others present: Robert Parker, Atty <br />724 Meeting called to order in the <br />Chairmen Pro-ten. George Theopha <br />Nils <br />Brad <br />Dmpl, <br />7is <br />Nor dberg, Dolores Carroll and <br />Lathan and Dean Dolben <br />Dyee's Louge of 'own Hall by <br />minutes ,146 were approved by a vote of 3-0 as corrected <br />Minutes #148 were approved by a vote of 3-0 as corrected <br />George Theophanis reported on the GPDG hearing held the previous <br />night. During the hearing the GPDG discussed.Ar°ticle 13.and lt;,,, <br />During the discussion of Article 13 the issues raised were property <br />values, return to the Town on the develop men-t of Rear Hill, the <br />cost of acquiring Lot 50 for access to the Bear Hill and other <br />access issues. The C.PDG voted 4-0-1 in favor of recommending <br />Article 13® Article 14 covered many of -the same issues as Article: <br />13- The CPDC voted 5-0 in favor of recommending Article 14. <br />Nils Nordberg reported on the Selectmen's meeting also held the <br />previous night. The meeting dealt with the issues raised by Art i cl.- e <br />13 and 14. <br />The committee then held a brief d a.s&lssioh on., its, role on zoning <br />,..,,bylaw changes. <br />After discussion of the mer=its of Article 13, the committee on a <br />motion of George Theophanis and seconded by Dolores Carroll voted <br />that the Bylaw Committee would move-to table Article 13 by a vote <br />of 2-0-2. This would allow the piAr°pose of the article to be <br />returned to the Board of Selectmen and the C,PDGso they could <br />work toward resolving several issues that were presently dangling. <br />The `commiit-tep,then voted by a vote of 4-0 a motion of Phil. Pacino <br />seconded by mils Nordberg:that the Bylaw Committee would o-ier an <br />instructional motion to Town Meeting.requesting that the Board of <br />Selectmen resolve to the general satisfaction of all the issue of <br />access to the Bear Hill property and that the siting of the PHD on <br />Bear Hill be done so as to min.inize any negative effect to the <br />su :ounding neighbor hoodo This instructional motion is to be <br />made only if the Town Meeting voted to table Article 13 pending <br />further work by the Board of Selectmen and the CPDG on the article <br />The committee then discussed Article 17 and 18'. The C.PDC will not <br />recommend -these articles since the guidelines a g"specif i c enough. <br />The Bylaw committee agreed with this assessmen t* <br />Or, a motion of Phil Pacino and Seconded by Dolores Carroll the <br />comm ittee vo ted 4-0 not to recommend Article 17, <br />Cn' a motion of Phil Pacino and seconded. by Dolores Carroll the <br />committee voted 4-0 not to recommend Article M <br />
