BYLAW COMMITTEE MINUTES #15.4 May 24, 1989 <br />Members present: Ed Murphy, George Theophanis, Nils Nordberg and Dolores Carroll. <br />7:35 Chairman Murphy called the meeting to order in the Employees' Lounge of Town <br />Hall. <br />Chairman Murphy commented on a conversation he had with Jonathan Edwards who felt <br />that the Bylaw Committee became involved with input too late, after CPDC had spent <br />many hours into the subject. Mr. Murphy suggested that a representative attend CPDC <br />meetings so that we could have earlier involvement and that we revue the guidelines to <br />see if we should make any changes to the bylaw. <br />George Theophanis summarized a recent Rules Committee meeting where the members <br />agreed to: <br />• Clarify what the Charter ought to be and ought to do. <br />• Submit a list of items that would be considered changes for the Rules Committee. <br />• Compose lists to be brought together and compiled with an agenda at their next <br />meeting. <br />• Initiate the changes in the rules, with the Bylaw Committee acting act on them. <br />Instructional motions from the adjourned session of the Annual Town Meeting, prepared <br />by the Town Clerk's office, along with the History of Bylaw Text, were distributed by <br />Chairman Murphy to be discussed at a future meeting. <br />Nils Nordberg presented the committee with copies of proposed bylaws he had prepared, <br />as per instructional motions. One would prohibit Town boards, committees or <br />commissions from conducting meetings during town meetings, and the other would <br />establish an efficient format for the annual budget article. <br />The committee proceeded to finalize the following definitions. <br />1.7.1 Inhabitant: One who has established permanent residence in the Town. <br />1.7.6 Town Officer: An elected or appointed person who, in the performance of his <br />duties of office, exercises some portion of the sovereign power of <br />the Town whether great or small. <br />
