Bylaw Committee Minutes 4157 <br />August:;10, 1989 <br />Members present: Ed Murphy, George Theophanis, Dolores Carroll and Phil Pacino <br />731 Meeting called to order in the Meeting Room of the Library by Chairman <br />Murphy <br />Minutes #156 were approved by a vote of 4-0 <br />George Theophanis reported on the meetings of the Rules Committee. The Rules <br />Committee has invited the Bylaw Committee to their next meeting on August 22, <br />1989 to discuss several issues dealing with Town Meeting. Particular discussion <br />will be the omnibus motion for presenting the annual budget. <br />The proposed policy on taxis was reviewed byi:the committee. No action was taken <br />on the matter. <br />The committee then reviewed a letter along with a proposed bylaw dealing with <br />the publication of the Assessors' Valuation List. After discussion it was <br />decided to invite the Historical Commission, who are proposing the bylaw, to <br />a future Bylaw Committee meeting. <br />The committee then reviewed a letter from Jane Stocker. After discussion the <br />committee decided to take no further action on the matter. <br />The committee.discussed the omnibus motion for presenting the annual budget <br />to Town Meeting. In a continuation of his report on the Rules Committee meetings <br />George Theophanis asked to what extent the omnibus motion should be flexible <br />to provide for Town Meeting to return and change any line item already decided. <br />The committee then returned to the recodification process. Numerous capitalization, <br />punctation and grammar corrections were made.. In section 1.7.6 and 1,7.10 the <br />defination'of'Town Officer and Official Body it was decided to exclude Town <br />Meeting members. In'se'ction 1.7.10 trusteeship was added. In section 2.1.8 the <br />Moderator was added. In section 2.2.4.1 after the word "disposed" in the 4th <br />sentence would be added "by the calling of the next article by the Moderator". <br />In section 3.4.7 the committee added"as defined in section 2-12 of the Charter" <br />after "appointment committee". In section 3.5,2 the committee added "as defined <br />in section 2-12 of the Charter" after "appointing authority". In section 3.7.2 <br />at the end the committee added "within state and federal constitutional constrants." <br />On a. motion of George Theophanis and seconded by Dolores Carroll the committee voted <br />4-0 to add.to. section 2.2.1 rule 17 'after "Motion to adjourn;' the words"move <br />the question". <br />10:35 Meeting adjourned until August 22, 1989 at 7:30 <br />Sincerely, <br />Philip B.
