Bylaw Committee Minutes 1161 September 20,1989 Members present: Ed Murphy, George Theophanis, Dolores Carroll and Phil Pacino Guest present: Bob Lynch 7:44 Meeting called to order in the Board Room of the Reading Municipal Light Department Minutes #160 were approved by a vote of 3-0-1 Bob Lynch,.a Town Meeting,member, outlined his thoughts on user fees to the committee. He stated that he would be offering to Town Meeting an instructional motion for the Bylaw Committee to prepare a bylaw dealing with user fees. The committee then reviewed the budget reconsideration article that is to be presented to the Fall Town Meeting. After discussion on a motion of George Theophanis and seconded by Phil Pacino the committee voted 4-0 to submit the budget reconsideration article for-inclusion on the Fall Town, Meeting warrant. The committee then the article prohibiting meetings of Town official bodies during Town"Meetings. On a motion of Phil Pacino and seconded by Dolores Carroll the committee voted 4-0 to submit the article for inclusion on the Fall Town Meeting warrant. The committee then reviewed a proposed bylaw change that would have the Moderator set forth in advance of Town Meeting the policies he or she intented to follow during Town Meeting. After discussion the committee on a motion of George Theophanis and seconded by Dolores Carroll voted 4-0 to present the proposed bylaw change to the Moderator as a recommendation of the Bylaw Committee as opposed to being presented as a change to the Bylaws. The committee reviewed the letter of transmittal that will go to Ted Cohen, Reading Legal Counsel, on the recodified bylaws. The letter will point out the areas of major change within the bylaws. The committee reviewed the letter to see if the major changes were included.
