Bylaw Committee Minutes #165 <br />October 18, 1989 <br />Members present: Ed Murphy, George Theophanis, Nils Nordberg, Dolores Carroll <br />and Phil Pacino. <br />Guest present: Gerry Fiore <br />7:36 Meeting called to order in the Board Room of the Reading Municipal Light <br />Department. <br />Gerry Fiore reviewed with the committee the Charter Commission <br />logic behind Article 3-6 of the Charter. The article deals with the <br />responsibilities of the Assessors. After discussion the committee voted 4-0-1 to <br />recommend Article 36 with the wording "may appoint property appraisers" in <br />place of the wording "may appoint such assistants". The motion was made by <br />Phil Pacing and seconded by Dolores Carroll. The issue of adequate clerical <br />help for the Assessing department was agreed to be referred to the Board of <br />Selectmen. <br />The Chairman reported that Ted Cohen had relayed to him the <br />opinion that the recodification of the Bylaws presented under Article 4 was not <br />subject to the 4 month notice period called for in the Charter and thus <br />acceptance of Article 4 will not impair the Bylaws. <br />On a motion of Nils Nordberg and seconded by George Theophanis <br />the committee voted to reconsider Article 5. On a motion of Nils Nordberg and <br />seconded by George Theophanis the committee voted 5-0 to recommend Article 5 <br />with the change that the second paragraph read as part of the first paragraph. <br />On a motion of Nils Nordberg and seconded by George Theophanis <br />the committee voted 5-0 to take Article 8 from the table. On a motion of Nils <br />Nordberg and seconded by Phil Pacino the committee voted 4-1 to recommend <br />Article 8. <br />The Chairman reported on questions the committee had on Articles <br />21, 22 and 23. <br />On a motion of Nils Nordberg and seconded by Phil Pacino the <br />committee voted 5-0 to recommend Article 21. <br />On a motion of Phil Pacino and seconded by George Theophanis the <br />committee voted 5-0 to recommend Article 22. <br />On a motion of Dolores Carroll and seconded by Nils Nordberg the <br />committee voted 4-1 to recommend Article 23. <br />
