ZONING BOARD OF APPEALS <br />Members Present: <br />READING, MA <br />" d <br />3 1 <br />MINUTES - OCTOBER 28, 1987 <br />John Jarema <br />Catherine Quimby <br />Carol Scott <br />Stephen Tucker <br />Chairman Quimby opened the scheduled general business meeting at 7:30 PM <br />in the Selectmen's Meeting Room, 6 Lowell Street, Reading, MA. There were <br />no public hearings scheduled for this evening. <br />The meeting began with the introduction of Mr. Jonathan Edwards, the new <br />Director of Community Planning for the Town of Reading. After everyone <br />met Mr. Edwards, the discussion turned to that of administrative <br />procedures followed byrCPDC)in Zoning Board of Appeals cases including the <br />submission of applications, at what point to accept payment for <br />applications, use of a checklist for documents, etc. needed for hearing a <br />petition, and the need for certified plot plans in certain cases. <br />Catherine Quimby stated the two most common areas of concern were <br />confusion over what is needed--Special Permit, Variance, etc., filing <br />for the wrong permit; and the occasion for requesting a certified plot <br />plan before a hearing to clarify what is being allowed when approving a <br />petition. <br />Jonathan Edwards then gave some thoughts on the need for certified plot <br />plans and how this was handled in his previous position. He also reviewed <br />his plans for CPDC-and what he saw as his initial responsibilities and the <br />direction in which he would like to go. He spoke about what he saw as an <br />immediate problem in repetitive information going through his office to <br />other departments in the Town. For example, the same information being <br />typed on cards for submission to Building Inspector's Office, Conservation <br />Department, etc. which took considerable time and could easily be <br />streamlined to include all information on one form which is then copied to <br />the necessary departments. He saw an overall lack of coordinating <br />procedures between departments. <br />After further discussion, the topic moved to the Board's thoughts on <br />"questionable" properties and the conformity with permits and zoning laws. <br />The Board gave several accounts of "problem" properties, and <br />Jonathan Edwards stated his interest in pursuing the enforcement of all <br />permits and laws, also the possiblity of e~nstatinc~the position of <br />' Zoning Enforcement Officer to the town. <br />The meeting then moved to the final review of Zoning Board of Appeals <br />
