COUNCIL ON AGING <br />Board Meeting, February 9, 1987 <br />PRESENT: F. Richard Felone, Chairman; A. Jellison; R. Gibbons; <br />W. Baldwin; J. Soule; S. Tine; Associate Members D. Fantasia, <br />G. Rourke and L. Spaulding; Rheta McKinley, Administrator <br />ABSENT: G. Cail; R. Montague; B. Doucette <br />The meeting convened in the dining room at 52 Sanborn Street at 5 p.m. <br />The Town Manager was introduced and spoke with Board about the duties of <br />Board members and staff of Council on Aging. The Board needs to focus on <br />policy issues and implementation will be up to staff. Any problems that <br />cannot be resolved, should be brought to attention of Town Manager. <br />The Town Manager said they are still taking bids on the Community Center. <br />The COA suffers from isolation and they hope to move us to the Library or <br />Town Hall complex. The advantage to this is locating Human Services <br />functions in one facility, co-ordination, sharing services, etc. We will. <br />know more about this in April. <br />The.Town Manager welcomes any input the Board may make. The parking issue <br />is of concern, and he mentioned some of the other options if old library <br />wasn't feasible. he would like support of the older population for any <br />changes which axe made. <br />BY-LAWS. Rheta asked about the By-Laws but he hasn't had a chance to <br />review them, but did suggest they might not have to go before Town Meeting. <br />He was agreeable to an Associate Member voting in the absence of a Board <br />member and the need for a quorum. He recommended that Council on Aging <br />work with Board of Selectmen in estabishing a policy for Associate members..... <br />In establishing the age at which services to seniors could begin, he said <br />that was a policy issue and up to the Board as long as legalistic issues <br />were checked. <br />Town Manager left meeting. <br />MINUTES. A motion was made and seconded to accept Minutes. VOTED <br />FINANCIAL REPORT. Barbara Doucette was not at meeting but Rheta announced <br />that 50% of the budget had not been spent and year was half over. <br />ADMINISTRATOR'S REPORT. Motion made and seconded that Report be <br />accepted. VOTED <br />OLD BUSINESS <br />Personnel Substitute Van Driver. The Town Manager wants a list of <br />duties, what other communities are paying, etc. before paying over $4.47Jhr. <br />Instructor's Salaries. Dick, Barbara and Rheta met with Town <br />Manager to discuss budget. He suggested Instructor's salaries be under <br />"Other Contractual Services" in budget. <br />Board gave approval that upon hiring new clerk, Esther (Temp. clerk) stay <br />on to assist in updating files, type Elderberry labels, and other duties <br />as needed for approximately six weeks. <br />
