Council on Aging MINUTES October 13, 1987 <br />Members present: Gladys Cail, Loretta Spaulding, Dick Felone, Rose- <br />mary Gibbons, Gail Rourke and Woody Baldwin <br />Members absent: Sebastian Tine, Aloyse Jellison and Barbara Doucette <br />Staff present: Rheta C.. McKinley <br />Patrons of Older Adults representatives: Gertrude Poole,& Barbara Ritchie <br />Minutes of previous meeting <br />A correction was made to minutes of September 14, 1987, action on <br />motions should be recorded. It was then voted to accept minutes of <br />previous meeting as amended. <br />Financial report <br />In the absence of Barbara Doucette, Treasurer, Rheta reported a balance <br />of $62,474. or approximately 15% of budget for FY 87/88 has been spent <br />through September 30, 1987. Motion made; seconded and voted to accept <br />financial report. <br />Rheta reported that $468. has thus far been spent for "help wanted" <br />ads for Outreach Worker and Clerk. This is more than half of our office <br />supply budget. Woody suggested, if necessary, we would request a trans- <br />fer of funds. <br />Administrative Secretary's Report <br />Report was read and accepted with discussion of the following: <br />STAFFING: With reference to memo from COA staff, dated October 13, 1987, <br />there was discussion about lack of clerical help especially during after- <br />noon hours. The "floater" from Town Hall has only been available to COA <br />office, 4 mornings and 1 full day since july lst; this is woefully inad <br />equate. For FY 87/88 budget we again, requested funding for additional <br />clerical help, however the Town Manager did not present this to the Fi:7 <br />nance Committee. He requested a part-time clerical person be hired and <br />shared by COA and Health Department., This was approved by the Finance <br />Committee as a line item in the Health Department budget; up to now no <br />one has been hired for this position. With our ever increasing workload, <br />additional clerical help is an absolute must.. Motion by Rosemary Gibbons, <br />seconded by Dick Felone to have Chairman write letter to Town Manager re.-. <br />questing coverage daily from 1:00 P.M.. to 5:00 P.M. and this should be <br />addressed in FY 88/89 budget. The motion passed unanimously. <br />Needs Assessment <br />There was a lengthy discussion concerning survey: We should decide <br />just what kind of information we want, new building for senior center, <br />how many would use facilities we have and what types of programs are <br />needed.; Woody feels there is no need to hire a professional to do survey <br />if it is not being done to demonstrate need for new building. He sug7 <br />gested having two people from Patrons of Older Adults, two staff people <br />and himself work up a questionnaire that would be appropriate. This <br />table until October meeting. <br />
