February 9, 2004 <br />Members Present: Chair, Susan DeMatteo (SD), Neil Sullivan (NS), Jonathan Barnes (JB), <br />Richard Howard (RH) <br />Also Present: Chris Reilly (CR), Town Planner; Joe Delaney (JD), Town Engineer <br />The Chair called the meeting to order at 7:35 PM. <br />RH moved to approve the minutes of the January 12, 2004 meeting with the noted <br />amendments. <br />NS seconded. <br />Voted 4-0-0, all in favor. <br />Approval Not Required (ANR): <br />Habitat for Humanity, Governors Drive <br />Assessor's Map 93 <br />JD described the ANR request; Town lot is being subdivided into 3 lots to allow Habitat to <br />build 2 affordable, single family homes on 2 of the lots; the 3'd lot will go to Conservation. <br />RH moved to endorse the ANR as submitted, with notation that Habitat lots aren't buildable. <br />JB seconded. <br />Voted 4-0, all in favor. <br />Public Hearing (continued): <br />Johnson Woods (a.k.a. Longwood Farm) Planned Urban Development (PUD) <br />Preliminary Permit Application <br />Atty. Brad Latham, Engineer Bill Bergeron and Consultant John Connery represented the <br />Applicant, Ted Moore. <br />Consultant Anne Reitmayer gave her peer review on the Financial Impact Analysis submitted <br />by the Applicant, dated January 6, 2004. Ms. Reitmayer generally concluded that revenues <br />were being overstated and costs were being understated. <br />John Connery responded to Ms. Reitmayer's report and the Commission followed up with <br />questions on the assumptions regarding the impact of 3 bedroom units, revenue vs. costs, etc. <br />The draft conditions for the Preliminary PUD Plan were reviewed, starting with Condition 8 <br />where the prior public hearing was continued. <br />RH moved to close the public hearing on the Johnson Woods Preliminary PUD Plan. <br />JB seconded. <br />v OLea 4-V-V, all in Iavor. <br />RH moved to approve the Preliminary PUD Plan for Johnson Woods, subject to the following <br />Conditions (see Attached Decision): <br />
