TOWN OF READING e3` l <br />P 2: <br />ZONING BOARD OF APPEALS <br />MINUTES OF MARCH 4, 1999 <br />MEMBERS PRESENT: CHRISTOPHER VACCARO, CHAIRMAN <br />JOHN COOTS <br />MICHAEL LARKIN <br />A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of <br />the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:10 PM. Mr. Vaccaro swore <br />in, under oath, those present that would be addressing the Board this evening. <br />Case #99-04 Melendy Drive (Pleasant Rd.) - Kenneth and Diane Cain <br />Present along with Mr. and Mrs. Cain were Attorney Brad Latham, and Rich Williams, <br />Hayes Engineering. The petitioners seek a Special Permit under Section 4.4.4.2 of the <br />Zoning Bylaws in order to construct three dwellings within a Zoned Flood Plain Overlay <br />District at the above-mentioned property. All three dwellings will be tied into the town <br />sewerage the lowest basement level to be at 195. Attorney Latham submitted a contour <br />map of the proposed sub-division. The flood elevation is below 192. Mr. Williams <br />advises that the soils are favorable and permeable. Attorney Latham submitted a favorable <br />letter from the Town Engineer dated 2/22/99 and stated that the CPDC voted 5-0 in favor <br />of the project along with the Board of Health. Mr. Coate was concerned that the data <br />received for drainage calculations was not current. Mr. Williams produced a 10/98 <br />mitigative drainage study which the board hadn't receive. <br />Charles McDonald, 41 Canterbury, is concerned with flooding in the area. He was <br />confused as to how many houses were going in due to receiving a notice from <br />conservation which only mentioned two houses. Mr. Williams advised that there are three <br />houses being constructed but that only two were in the wetlands. Leann Coyne, <br />25 Governors Drive, is also concerned with flooding (it was stated that her basement is at <br />187). Raymond Tahmash, 37 Canterbury, is concerned with the water problems in the <br />area and is worried that he will have more water after this development is constructed. <br />Mr. Vaccaro asked if he has noticed more water in his yard since the other developments <br />in the area have gone in. Mr. Tahmash stated no, but that his sump pump goes on more. <br />Rose Marie McAuley, 33 Canterbury Dr., stated her concerns with the growth increase in <br />town with regard to the school system and also with construction in general in Town. <br />Attorney Latham cited developments in the area where the board had issued special <br />permits. Mr. Coote stated that he would like current data submitted. A study site specific <br />with calculations of current conditions and also a study of what affect the retention area <br />will have on the abutters. <br />
