TOWN OF READING _ fie <br />ZONING BOARD OF APPEALS <br />MINUTES OF DECEMBER 16, 1999 52 <br />MEMBERS PRESENT: CHRISTOPHER VACCARO, CHAIR IAN` <br />JOHN COOTE, VICE CHAIRMAN <br />MICHAEL LARKIN <br />BERNARD O'SHAUGHNESSY <br />SUSAN MILLER, ASSOCIATE MEMBER <br />A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of <br />the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 PM. Building Inspector <br />Glen Redmond was also present. <br />Case #99-25 <br />A Public Hearing on the petition of Richard Bowen who seeks a variance and or special <br />permit under Section(s) 5.0/6.3.3.4 of the Zoning By-Laws in order to add a second level <br />to anon-conforming structure on the property located at 67 Vine Street in Reading, <br />Massachusetts. <br />The Chairman swore in the applicants. Mr. Bowen owns a single family dwelling with a <br />gambrel roof with dormers. The side yard is 8' on the issue side and 11' on the other side. <br />He would like to add a second level above an existing 8' x 16' room. The addition does <br />not change the existing footprint of the building. <br />Christopher Vaccaro stated it is the Boards policy to allow people to build straight up on <br />an existing structure without a variance, only a special permit. <br />On a motion by John Coote, seconded by Michael Larkin, the Zoning Board of Appeals <br />voted to close the Public Debate on Case #99-25. <br />The motion was approved by a vote of 3-0-0. <br />On a motion by Michael Larkin, seconded by John Coote, the Zoning Board of Appeals <br />voted to grant the petitioner a special permit under Section 5.0/6.3.3.4 provided the <br />project doesn't extend beyond the existing 8' x 16' room on the South Easterly side of the <br />building. <br />The motion was approved by a vote of 3-0-0. <br />On a motion by John Coote, seconded by Michael Larkin the Zoning Board of Appeals <br />voted to grant the petitioner to withdraw their petition for a variance. <br />The motion was approved by a vote of 3-0-0. <br />
