TOWN OF READING <br />ZONING BOARD OF APPEALS <br />MINUTES OF SEPTEMBER 21, 2000 <br />MEMBERS PRESENT: CHRISTOPHER VACCARO, CHAIRMAN <br />MICHAEL LARKIN <br />SUSAN MILLER <br />BERNARD O'SHAUGHNESSY <br />A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of <br />the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 PM. Selectman Sally <br />Hoyt was also in attendance. <br />Case #00-17 <br />A continuance of a Public Hearing on the petition of H.B. Development Corporation who <br />seeks a Comprehensive Permit under Section M.G.L. Chapter 40B in order to construct <br />eight buildings containing a total of 32 condominium units on the property located at 443 <br />Grove Street, Reading, MA <br />Atty. David McBride, 19 cherry St., Danvers, MA, stated he and his client have met with <br />CPDC and have reached an agreement in principle. They still need approval of the <br />Selectmen. Atty. McBride requested a continuance until October 19, 2000. <br />On a motion by Susan Miller, seconded by Michael Larkin, the Zoning Board of Appeals <br />voted to continue the public hearing on H. B. Development Corporation for the property <br />located at 443 Grove Street, Reading, MA, until October 19, 2000. <br />The motion was approved by a vote of 3-0-0. <br />Case #00-25 <br />A Public Hearing on the petition of Edward O. & Margaret M. Carlman who seeks a <br />variance/special permit under Section 5.0/6.3.3.4 of the Zoning By-Laws in order to <br />construct an addition on the property located at 52 Hancock Street, Reading, MA. <br />Christopher Vaccaro swore in the applicants. Margaret Cadman stated they were granted <br />a variance to construct an addition on June 17, 1999. She did not realize the variance was <br />only good for one year and the variance has expired. The applicant has full drawings and <br />the additions dimensions are exactly the same as before, at 121/2' x 18'. <br />On a motion by Michael Larkin, seconded by Bernard O'Shaughnessy, the Zoning board <br />of Appeals voted to grant to Edward O. & Margaret M. Carlman, for the property located <br />at 53 Hancock Street, Reading, MA, a variance from Section 5.0 of the Zoning By-Laws <br />and a Special Permit under Section 6.3.3.4 thereof, to allow the construction of the <br />Building Addition, as shown on the plan dated 8/22/98, revised 5/20/99, and revised <br />7/11/00, provided that, 1. the building addition shall be no closer than eleven feet to the <br />property's northern side lot line and 2. there shall be no encroachment into the required <br />20 foot front yard setback area. <br />The motion was approved by a vote of 3-0-0. <br />
