Gray, AIA Chairman, Susan Patterson, Vice-Chairman, Kathryn Greenfield, Secretary, Dorothy C tl ` 'o, ;aVld KNh ED ' <br />Members present: Members absent: <br />Michael Gray none <br />Kathryn Greenfield Non-Members present. <br />Dorothy Casolaro Joe Delaney, Town Engineer <br />David Kruh Geoffrey Howie, GPI <br />Susan Patterson <br />The meeting was called to order at 7:00 p.m. <br />Approval of Minutes <br />The minutes of the December 12, 2005 and the January 23, 2006 meetings were each <br />reviewed and approved by a vote of 5-0. <br />General Business <br />➢ Joe Delaney presented the plan for West Street improvements: <br />o The project begins at the Woburn town line and goes to the intersection of <br />Summer Ave, West Street & Willow Street <br />o Sidewalks will be cement/concrete; curbing will be vertical/granite <br />- o The width of the road, including tree-lawn (2 x 4ft.), sidewalk (2 x 5 ft.), and <br />pavement (30 ft.), is 50 ft. <br />o There is proposed signalization at the intersection of Woburn & West St. <br />■ The signals would be virtually identical to Summer/Prescott <br />■ The "build-year" is assumed to be 2010, and by 2025, the level of <br />service at the intersection would be level "F", so there is a proposed <br />"fat lane" to allow a right turn onto Woburn @ the red light. <br />o The 25% Design is being submitted to the State in February. MA Highway <br />should set a hearing date for the 25% Design w/in 3 to 9 months. <br />o It was suggested that the WSHDC submit a letter expressing any concerns <br />about the project to the project manager (@ MA Highway), and seek <br />mitigation. <br />o Jeff Howie will let the Commission know who the project manager is. <br />o Joe Delaney will no longer be the Town Engineer, after 2/24. Comments & <br />questions should be directed to Ted McIntyre (DPW) until there is a new TE. <br />➢ KG will redraft the letter to property owners and email it to the group. <br />➢ SP drafted a procedure letter re: the Town Clerk receiving and forwarding <br />applications. She will email the letter and hand-deliver it to the Clerk. <br />
