Dorothy Casolaro Joe Delaney, Town Engineer David Kruh Geoffrey Howie, GPI Susan Patterson The meeting was called to order at 7:00 p.m. Approval of Minutes The minutes of the December 12, 2005 and the January 23, 2006 meetings were each reviewed and approved by a vote of 5-0. General Business ➢ Joe Delaney presented the plan for West Street improvements: o The project begins at the Woburn town line and goes to the intersection of Summer Ave, West Street & Willow Street o Sidewalks will be cement/concrete; curbing will be vertical/granite - o The width of the road, including tree-lawn (2 x 4ft.), sidewalk (2 x 5 ft.), and pavement (30 ft.), is 50 ft. o There is proposed signalization at the intersection of Woburn & West St. ■ The signals would be virtually identical to Summer/Prescott ■ The "build-year" is assumed to be 2010, and by 2025, the level of service at the intersection would be level "F", so there is a proposed "fat lane" to allow a right turn onto Woburn @ the red light. o The 25% Design is being submitted to the State in February. MA Highway should set a hearing date for the 25% Design w/in 3 to 9 months. o It was suggested that the WSHDC submit a letter expressing any concerns about the project to the project manager (@ MA Highway), and seek mitigation. o Jeff Howie will let the Commission know who the project manager is. o Joe Delaney will no longer be the Town Engineer, after 2/24. Comments & questions should be directed to Ted McIntyre (DPW) until there is a new TE. ➢ KG will redraft the letter to property owners and email it to the group. ➢ SP drafted a procedure letter re: the Town Clerk receiving and forwarding applications. She will email the letter and hand-deliver it to the Clerk.
