L/ <br />l.G l <br />Reading Historical Commission Meeting Minutes 19 May 2 <br />Meeting called to order at 2:10 pm in the Berger Room at Town Hall G; <br />Commission Members in attendance included: <br />Virginia Adams Wilbur Hoxie <br />Roberta Sullivan Clayton Jones <br />Sharlene Reynolds Santo, acting Secretary Susan Patterson <br />Others in Attendance: Fran Fink Peter Hechenbleikner <br />• 420 Franklin St Reviewed a letter dated 5/1 but received by the commission on 5/16. This <br />letter Written by Wendall Nelson mentioned issues with the value of the property and that the <br />owners needed two new houses to have enough profit to restore the old house. A letter by <br />Fran Fink and the Conservation Commission reiterated the regulations that they must follow <br />and mentioned all the Conservation Commission has done already; including the meetings <br />attended. The Conservation Commission still needs the owner to follow the protocol. There <br />was no appeal by the owners regarding the wetlands delineation prior to the end of the appeal <br />period. According to Virginia the owner claimed that she didn't understand they could <br />appeal. Peter Zanni and Brad Latham are aware of the appeal process. New wetlands <br />information with a new application and possible wetland delineation could change, but not <br />likely worth the effort of revisiting the wetlands analysis. Review most recent proposal <br />which the owners considered to be the final by the owners. Lots of steps are required to get <br />variances for this plan; earlier plans were easier to work with. There are other options that <br />would not impact the wetlands. To date there has been no notice of intent or lot line approval <br />permit has been applied for by Zanni per Fran. Conservation Commission could deny such <br />an application because there are other options. If the Conservation Commission feels there is <br />a good reason to fill the wetlands they may approve a replication area. The owner will need <br />an alternatives analysis. Clay asked if the Conservation Commission could require a historic <br />preservation restrictions on the deed of the old house in their ruling. There may, be other <br />options with this current plan but they would likely be costly and time consuming with lots of <br />paperwork. It would be much easier and cheaper to have a slight modification of the plan to <br />avoid putting the house on the wetlands. We also spoke about the whether the wetland area <br />could be mowed by the owner and how often. Hayes Engineering has been contracted to <br />create plans with grading proposed replication information on driveway material and the <br />Alternatives analysis and other. Wood Barn likely in the 100' buffer zone hence the may <br />need to deal with Conservation Commission to demolition it when that time comes. A <br />Notice of Intent needs to be filed. Review letter to Massachusetts Historical Commission <br />wait until nest week review letter to owners.
