Board of Health Meeting Minutes April 13, 2000 a : .i L! The meeting was called to order at 6:06 P.M. Reading Town Hall, Berger Room, and 16 Lowell Street, Reading, Massachusetts by Acting Chairman Nancy Carlson. Member Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator present. James J. Nugent was excused. The minutes of the February 10, 2000 Nancy Carlson made a motion to accept the minutes as read seconded by Colleen Seferian and approved as read 2:0:0 It was noted that the March meeting was canceled due to lack of a quorum. The meeting began with discussion regarding the budget and the effect of the " no" vote on the override would have on the Board of Health function. Staff will staff intact. The Assistant Town Manager who acts as department head will not be in place on July 1,2000. This effects reporting and administrative functions. Supply lines have been level funded. The Health Division relies and continues to rely on numerous grants. (Title 5, Tobacco, Drug Free Communities, Nutrition grant, DPH Hep-B grant.) the issue brought to the board regarding the Pay Classification vote by the Selectmen effects the Public Health Nurse grade and step change and the Health Administrator grade change. Presently this has been removed from the budget. The department heads will be requesting further review of this Pay and Class Study before Town Meeting Members receive the budget. The Board of Health had discussion regarding the support of the pay class study and will respond if necessary. Decommissioning of town well Revay #2: Colleen Seferian made a motion to approve of the appropriate decommissioning of Well Revay #2 by the Town in the fall. The Board vote 2:0:0 to authorize a letter of notification to be sent from the Board to the Water Treatment Plant Supervisor Peter Tassi regarding the matter via the health services Administrator. The Board was brought up to date on the potable well survey has been sent to the 20 well registered in town as drinking water wells. The surveyed asked usage and last chemical analysis. Results will be presented in May. Discussion of Local Board of Health Draft Regulations on: Keeping of Animals, Smoking Areas, and Body Piercing: Review of Keeping of Animal Regulations section 2.1.1 and Section 2.4.6 of the Reading Board of Health Local regulation. The regulations includes the keeping of rabbits within the Town boundaries and limits their numbers to 3. Motion to accept the amended regulations was made by Colleen Seferian and seconded by Nancy Carlson passed 2:0:0 to be effective immediately.
