Board of Health Meeting <br />Minutes <br />May 11, 2000 <br />The meeting was called to order at 6:00 P.M. Reading Town Hall, Berger Room, and 16 <br />Lowell Street, Reading, Massachusetts by Chairman James J. Nugent, Members Nancy <br />Carlson, Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services <br />Administrator were present. <br />The minutes of the April 13, 2000 Nancy Carlson made a motion to accept the minutes as <br />read seconded by Colleen Seferian and approved as read 2:0:0. One abstention. <br />The meeting began with discussion regarding the budget. Town Meeting voted to pass the <br />Town Budget including the Human Services /Health budget without changes. The Pay <br />and Classification vote passed effecting two members of the Health Division - Public <br />Health Nurse and Health Services Administrator. The Health Inspector was increased by <br />5 hours through the Tobacco Control Grant. This makes 24 hours /week with information <br />on enforcement Staff will staff intact. The Assistant Town Manager who acts as <br />department head, position has been voted back into the budget by town meeting after a <br />reconsideration vote was taken. The Health Division relies and continues to rely on <br />numerous grants. (Title 5, Tobacco, Drug Free Communities, Nutrition grant, DPH Hep- <br />B grant.) <br />A draft letter of commendation to Dowd Pediatrics was reviewed by the Board. The State <br />Immunization Program and DPH completed an audit of the pediatric office immunization <br />record for children 2 years and younger. The office scored 92% and was number 11 out <br />of 74 in the region. The staff was invited to a presentation banquet by the state. The <br />Reading Board of Health voted 3:0:0 to send them a letter of commendation and <br />congratulations on a job well done. <br />The Board was brought up to date on the potable well survey has been sent to the 20 well <br />registered in town as drinking water wells. The surveyed asked usage and last chemical. <br />analysis. Results will be presented in May. <br />Each member of the Board has sent in the Administrator's evaluation to the Assistant <br />Town Manager. <br />Discussion of Local Board of Health Draft Regulations on: Body Piercing: Section 23 <br />was removed from the table for further discussion. The Board viewed a brief film on <br />body altering as well as further information from periodicals on body piercing. The Board <br />requests information from Saugus before the June 8 meeting. The question for Saugus is <br />do they have regulations and/or do they have a body piercer operating within their town. <br />Wakefield and Stoneham BOH are reviewing piercing regulations. <br />
