Board of Health Meeting <br />Minutes <br />November 9, 2000 <br />The meeting was called to order at 6:07 P.M. Reading Town Hall, Berger Room, and 16 <br />Lowell Street, Reading, Massachusetts Chairman James J. Nugent, and Nancy Carlson, <br />Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator <br />were present. <br />The minutes of the October 12, 2000 were read. Nancy Carlson made a motion to accept <br />the minutes as read. The motion was seconded by Colleen Seferian and approved as read <br />vote: 3:0:0. <br />Next order of business: <br />0 Housing Reports: 38 Salem Street -rooming house complaints were discussed with <br />the Board regarding response time by the landlord to time frames established by the <br />health division related to regulations. <br />26 Canterbury Drive - family living in trailer. Infant sleeping <br />Inside grandparents house. Working closely with DSS. If family does not leave the <br />trailer that is against zoning regulation. Case will be brought to court. <br />Latham and Latham presented case representing Governors Drive Development <br />flood plain. They request favorable report to the single-family structure be neither <br />subject to flooding or within the 100 year flood plain. On November 8, 2000 the <br />Conservation Commission voted the site was not subject to a wetland regulation <br />determination. Nancy Carlson made a motion after the presentation by Ogren of <br />Hayes Engineering to send a favorable report from the Reading Board of Health for <br />the construction of a single family home on town sewer at Governors Drive. The <br />motion was seconded by James Nugent Vote 3:0:0. The Health Administrator will <br />forward a letter to Latham and Latham regarding the Board's findings. <br />1480 Main Street - Dog owner requesting return of animal to town after two severe <br />dog bite attacks. One attack on a child age 6 and one on and adult both requiring <br />hospital treatment. Owner stated dog has had 3 training sessions since July with an <br />animal behaviorist. In the animals defense the owner presented a letter from the <br />behaviorist, Jay Livingston. The letter states animal needs at least 5-7 sessions per <br />week. There have been 13 weeks with 3 sessions. The BOH asked questions of Mrs. <br />Morin and tabled the decision until the Health Administrator could speak directly <br />with the behaviorist. The chairman told Mrs. Morin not to have hope regarding the <br />
