J <br />Board of Health Meeting <br />Minutes <br />February 13, 2003 <br />WED <br />CLERr~ <br />MASS. <br />w tIR l A11:42 <br />The meeting was called to order at 6:04 P.M. Reading Town Hall, Berger Room, 16 <br />Lowell Street, Reading, Massachusetts, by James J. Nugent, Jr., Chairman, Colleen <br />Seferian, Vice Chair and Barbara Meade, secretary and staff liaison Jane Fiore, Health <br />Services Administrator were present. <br />The minutes of the January 9, 2003 were accepted as read 3:0:0. <br />Next order of business: <br />• Mr. Steven Parker of Covanta Universal Waste Company came before the Board of <br />Health to present a medical mercury collection program. The elements of the program <br />are Covanta the Town's waste company would provide free advertisement for the <br />mercury collection, the container, and the drop off at the BOH and the pick up of the <br />container at the BOH. Pick up of florescent bulbs can be at the town wide hazardous <br />waste day as it is presently. If the Town wishes a universal waste shed Covanta will <br />pay for it, but the town has to man it. This collection would only be offered to <br />municipal offices and citizens/residents of the town no commercial offices. The <br />medical mercury pick up could be at multiple sites during one a month. BP clinics <br />and BOH with a Beginning and end date. <br />The chairman thanked Steven for his input and the Board will take this matter under <br />advisement. <br />The Board after discussion voted the month of May would be mercury collection <br />month. The container would be at the office of the BOH and begin on May 1 and end <br />May 31, 2003. If the project goes well continuation of the program will be discussed. <br />Open Hearing regarding Dumpsters continued: <br />State Law 31A indicates restriction of time by local authority is illegal. Therefore the <br />section regarding "shall not empty" will read is requested not to empty dumpsters <br />between 6:30 am and 11 p.m. The discussion of fines and permits both temporary and <br />annual at $50. Vote 3:0:0 <br />Open hearing adjourned. <br />Next order of business: review section 9.4.2 change 3 years to 5 years for PIC to hold <br />valid food preparation program. Colleen Seferian moved to make change in <br />regulation seconded by Barbara Meade and voted 3:0:0 <br />Discussion regarding grease trap regulations was limited the Board agreed local <br />regulations are not necessary. To utilize the plumbing inspector and the state the <br />decision regarding Getty Gas Station and the sale of tobacco to minor was health <br />code. <br />0 Administrative report : <br />
