Reading Town Hall, Berger Room, 16 <br />Lowell Street, Reading, Massachusetts, by Colleen Seferian, Vice Chair. Barbara Meade, <br />secretary, David Mitchell Singer and staff liaison Jane Fiore, Health Services <br />Administrator were present. <br />The minutes of the June 12, 2003 were accepted as read 2:1:0. <br />Next order of business: <br />• Introduction of new member David Mitchell Singer to the board. He was welcomed <br />as each member gave a brief resume and also discussion of their experience on the <br />BOH. <br />• Tobacco program discussed. The state has cut the entire budget. The program had <br />ended on June 30, 2003 now the state has offered the 9 town collaborative $53,000 to <br />do youth compliance checks. The former director Ron Boureguard will accept the <br />temporary position two complete the compliance checks for the nine towns on a part <br />time basis. <br />• Discussion of the Town by-law (5.5.4.2 ) pertaining to smoking, comparison to the <br />BOH regulation and state regulation: Bylaw: No person shall smoke or have in his <br />possession any lighted cigar, cigarette or other tobacco product in any building or <br />room owned or occupied by the Town other than in specifically designated areas. The <br />Town Manager, the Superintendent of Schools and the Manager of the Municipal <br />Light Department shall designate areas in which smoking shall be allowed and shall <br />post an appropriate number of signs indicating those areas in which smoking is <br />prohibited. <br />BOH regulation 16.2: Smoking restrictions in certain public places........ <br />...Buildings and vehicles owned or leased by the Town of Reading, including school <br />buildings and vehicles. <br />• Discussion: Colleen Seferian stated we need consistency within the town <br />regulations with the Board of Health regulations. Barbara Meade expressed <br />the need to be consistent with the ETS prevention issues we, as a BOH have <br />been directing for the last nine years. A motion was made by Barbara Meade <br />to create consistency with the BOH regulations and the Town By Laws by <br />rescinding the following words from bylaw 5.5.4.2 other than specifically <br />designated areas. 'The Town Manager, the Superintendent of Schools and the <br />manager of the Municipal Light Department shall designate areas in which <br />smoking shall be allowed and shall post an appropriate number of signs <br />indicating those areas in which smoking is prohibited. <br />The motion was seconded by David Mitchell Singer. Vote 3:0:0. <br />• Reorganization of BOH to be completed at the September meeting <br />• Board training to be done in the late fall by the MAHB David Mitchell Singer and <br />Barbara Meade. <br />
