Board of Health Minutes , � SS. <br />October 20, 2005 <br />The Board of Health meeting was called to order at 6:03 pm on October 20, 2005 by <br />Chairperson Colleen Seferian at the Town Hall Berger Room. Those also present at the <br />meeting were Barbara Meade, David Mitchell Singer and staff liaison, Jane Fiore. <br />Business: <br />• Minutes of September 8, 2005 were accepted as read (vote 3:0:0). <br />• Barbara Meade reported on the status of the Logan Airport Fly Over Committee <br />as status quo. <br />• Water restriction stage 2 - the BOH reviewed water usage materials from water <br />Treatment supervisor and report from Director of Department of Public Works. <br />Colleen Seferian moved to remove private well moratorium installation order as <br />of October 31, 2005. No further discussion motion seconded and voted 3:0:0. <br />The administrator will notify interested well drillers and post change in order in <br />the local newspaper and notify Board of selectmen. <br />• Question regarding fluoride supply brought to Board via Citizen R. Clay. The <br />report was given that the fluoridation of Reading well water will continue until <br />June 30, 2005 via a special contract signed by the Water Department. Although <br />the lack of available fluoride continues for not only the region coalitions but for <br />within the country. This will continue to be an issue the BOH will watch and <br />report on alternatives if necessary with local health care providers and dental <br />• Barbara Meade volunteered to be the Board representative to the "discussion <br />regarding "Keeping of Dogs" regulation with the Town Manager, Health <br />Administrator, and BOS reprentative and community person. Meeting date <br />November 7, 2005 at 5 prn Town Hall — agenda of meeting to be sent to <br />participants. <br />• BOH review of administrative hearing — 24 Cherry Lane Drive. Dog /dog fight. <br />DiBiase was represented by attorney Turley. Packet from BOH to attorney <br />included in attorney's documents. Injured dog represented owner. Extended <br />presentation by attorney. Behavioral Veterinarian, owner of attacking dog, <br />relatives and neighbors all asked questions. <br />Owner of injured dog presented attack and aftermath. Also discussed injury to her <br />animal and prognosis. Following long presentation by each dog owner (DiBiase - <br />Turley- large dog owner and Clay injured dog owner) the BOH spoke with <br />behavioralist. <br />The larger dog has gone to animal behaviortalist - and been evaluated for <br />aggression, owner only walks dog on harness and has repaired yard fence. <br />Smaller injured animal owner has begun to walk the animal away from the <br />DiBiase street. The BOH voted 3:0:0 to rescind the decision of at the <br />Administrative hearing to euthanize the larger DiBiase dog. The conditions were <br />to only walk with harness for control and to continue to maintain the fence. The <br />4 <br />V <br />
