ILI <br />P CEIVED <br />TOWN CLERK <br />WSS. <br />Board of Health Meeting <br />Minutes <br />~~February 8, 2007 <br />The Board of Health meeting was called to order on January 11, 2007 by Chairmen <br />Barbara Meade at 6:02 pm at the Town Hall, Berger Room. Those present at the meeting <br />were Colleen Seferian and David Singer with staff liaison Jane Fiore. David Singer was <br />excused. <br />Business: <br />• Minutes of January 11, 2007 were accepted as read 3:0:0. <br />Next order of Business <br />• Companion kennel inspection standards tabled 2:0:0 to a later date. <br />• Case discussion on procedure and response regarding grease back-up into the main <br />sewer line directly effecting 544 Summer Avenue. Those present for discussion <br />included George Zambouras, Town Engineer, Walter and Daniel Arsenault owners <br />of Harrows restaurant and Steven Cicatelli, legal counsel representing Harrow's <br />Restaurant. (time line attached) <br />Chairman introduced the BOH and asked for those present to introduce themselves. <br />Fiore presented the case for discussion including the televised video of the sewer <br />line from Harrow's Restaurant to 544 Summer Ave the residence effected by the <br />extensive sewer /grease backup. <br />It was noted the family is safe and without infection. The sewer line has been <br />pumped and vacuumed by the Town DPW Water and Sewer Department through <br />the contractual services of Amethyst Environmental at a cost of $38,000. <br />The first order of business to confirm with the restaurant owner the 1000 gallon <br />external grease trap is insufficient for the size and volume and product of business. <br />The BOH ordered a letter be sent to the restaurant owner to install a 3000 gallon <br />external grease trap with the maintenance schedule of quarterly pumping reported <br />to the Health Division. Until this is accomplished the restaurant will have the trap <br />pumped monthly with a report of said pumping sent to the BOH for review. <br />The design plan for the external grease interceptor will be submitted for review <br />before installation and the issuance of a building permit to the Health <br />Administrator. <br />The Health Administrator will send this order letter via certified mail. <br />The second element of the discussion revolved around the assessment of $38,000 to <br />Harrow's Restaurant to reimburse the Town of Reading Department of Public <br />Works. <br />
