October 25, 2006 Reading Advisory Committee on Cities for Climate Protection Program <br />' Committee Notes for Oct. 25, 2006 (Next Meeting Nov. 8 at Town Hall) <br />Present were Ron Daddario, Michele Benson, Tracy Sopchak, Gina Snyder, Dan Blodgett and Ray Porter <br />The minutes for Oct. 18 were accepted unanimously. <br />Town Manager Peter Hechenbleikner has provided a letter to encourage Reading citizens to join the <br />EnergySTAR Change a Light Campaign. He has given the okay for our committee to set up a table at the Town <br />Voting on November 7"', but we need to let Ron know if and when we can help staff it. <br />The committee voted unanimously to send a letter of interest for the Boston Metropolitan Planning <br />Organization solicitation that Peter had forwarded to the committee on funding for the Suburban Mobility. To be <br />eligible to submit for a grant, letters of interest must be submitted by November 28 to Barbara Lucas, Chair; <br />Boston Region MPO, Suburban Mobility Subcommittee; 10 Park Plaza, Suite 2150; Boston MA 02116 (fax 617- <br />973-8855 or email blucas@mapc.org). Green Transit can be a start, some of the requirements include describing <br />existing conditions, administrative and financial structure of the proposed program, a service, a marketing and a <br />financial plan and other information. Ron will check with Peter on sending the letter. <br />Joan had emailed Ron that she spoke with John Doherty at the schools as a followup to our last meeting <br />and John introduced her to Mary Delai (Director of Human Resources and Finance, and Chair of the new Town <br />Energy Committee) who then asked if she'd like to be our CCP representative on the building energy committee. <br />The meetings are during the day and the first meeting is Nov. I" at 2:45 PM. Dan offered to be the official <br />committee liaison after some discussion. Michele and Joe Bilicki of the RMLD are also on the committee as <br />representatives of the accounts at the high school and other town and school buildings. Ron will call Mary 781- <br />670-2509) and formally introduce the committee. <br />RMLD has a Halloween part for kids and parents on Oct. 26"' from 2-5 PM. Ron will be our CFL set up <br />to help people pledge to the Change a Light Campaign. <br />Dan and Gina as well as some RMLD folks and someone from the Town Energy Committee will be <br />taking the EnergySTAR webcast training on Oct. 26th. (note from the 26th: Dan, Gina, Joe Bilicki and Joe <br />Donoho, Dominic Cacciapuoti). <br />The next Green Sense will be around Peter's letter. <br />The main topic of this meeting was the CCP software results. The community analysis includes: <br />- Residential Electric use from RMLD archives year 2000. This was the first data that Emily entered, and it <br />was for the year that the committee voted as baseline. <br />- Residential gas is from Keyspan. They were only able to go back to 2003 to give us a baseline. <br />Residential oil is based on assessor's records of how many homes use oil for heat, and the CT Heating <br />Council average for residential use of 800 gallons a year, plus data that Michele was able to obtain from co- <br />workers to ground truth the average, which seemed reasonable. <br />- Commercial data is similar, however, there is no oil use available from the assessor for commercial district. <br />(See below on municipal) <br />- Municipal building data for electrical use was not available from the archives, so the data entered is from <br />2005. <br />- Municipal gas and oil use is from the School Department and they were able to provide data from 2001. <br />Some of the newer town buildings near town center (e.g., Police and Fire Department buildings) are supplied <br />with heating oil, so there is a question as to whether commercial buildings downtown would heat with oil too. <br />Percent C02 by Sector Baseline <br />70 <br />60 <br />50 <br />d <br />40- <br />- - <br />0 <br />U Set ies1 <br />30 <br />0 <br />20 <br />10 <br />0 <br />Al <br />e`GQ oo ~ay~e <br />c~` o <br />Discussion: <br />• The committee is concerned that the data set <br />isn't from a single baseline year (data suppliers weren't all able <br />to provide the year 2000 data, we have the earliest we could <br />get); <br />• As noted at earlier meetings, transportation is by <br />far the largest emission source. There is a lot of traffic traveling <br />on Reading roads, much of it because of state highways even <br />though Interstates were removed from the data (I-93 + I-95 data <br />had to be removed because it was so overwhelming); <br />• The transportation data are from the state and <br />consist of vehicle miles traveled based on state studies, numbers <br />are averaged over the years and over segments of roadways. <br />While the mnde.] is nhle to make ectimntec of ernkzinnc hnw rnn <br />
