BYLAW COMMITTEE MINUTES #255 <br />February 23, 2000 <br />7:35 p.m. Meeting called to order in the Berger Room, Town Hall. <br />Members present: Jack Russell, Phil Pacino, Nate White and Dolores Carroll. <br />Guests present: Town Manager Peter Hechenbleikner and Finance Director Beth Klepeis. <br />Article 17: Beth explained that adoption of this article would provide a cost of living <br />adjustment of up to 3 % to retirees. This seems reasonable when you consider that many <br />retirees receive the minimum benefit and this may be their only pension. The Town has <br />funded for this item and is two years ahead of schedule. The Reading Retirement Board voted <br />to recommend Article 17. <br />On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend <br />this article by a vote of 4-0. <br />Article 5: Peter reviewed the amendment to the Organization Chart which proposes merging <br />Community Development with Human Services (they share a department head) and <br />transferring Land Records from Community Development (Land Bank Committee) to General <br />Services /Town Clerk's office, where they currently reside. Approval by the Selectmen should <br />be forthcoming. <br />On motion of Jack Russell, seconded by Dolores S. Carroll, motion was made to support the <br />subject matter of Article 5 in its present form and to revisit the issue if there are any changes. <br />The Bylaw Committee voted to recommend Article 5 by a vote of 4-0. <br />On motion of Jack Russell, seconded by Phil Pacino, Minutes #254 were read and accepted by <br />a vote of 3-0-1. <br />Meeting adjourned at 8:15 p.m. <br />Submitted by, <br />Dolores S.
