BYLAW COMMITTEE MINUTES #261 <br />March 6, 2002 RECEIVED <br />TOCLERK <br />READING, MASS. <br />7:00 p.m. Meeting called to order in the Town Hall Conference Room. NZ SEP 19 A 1 <br />Members present: Phil Pacino, Nate White and Dolores Carroll. <br />Guests present: Town Manager Peter Hechenbleikner, Town Planner Ann Kreig, and Town <br />Meeting Members Bill Brown and Linda Philips. <br />Peter began with a review of the Annual Town Meeting warrant articles requiring action by the <br />Bylaw Committee. <br />Article 17: Replace Town Meeting with the Board of Selectmenas the authority permitted to <br />accept limited easements related to DPW construction and maintenance. <br />On motion of Dolores Carroll, seconded by Nate White, the Committee voted to recommend <br />Article 17 by a vote of 3-0-0. <br />Article 18: Authorizes the Board of Selectmen to approve the following fees, previously <br />approved by Town Meeting: <br />Town Clerk's fees <br />- laundromat fees <br />- gasoline storage fees <br />- building permit fees <br />- electrical permit fees <br />- dog license fees <br />On motion of Dolores Carroll, seconded by Nate White, the Committee voted to approve <br />Article 18 by a vote of 3-0-0. <br />Article 19: Amends the Organization Chart by consolidating departments and positions. <br />Article 19: Action pending. <br />Article 23: Petitioner, Linda Philips, proposes the appointment of a new Municipal Building <br />Committee for the renovation of the high school, consisting of eleven members, appointed for <br />a fixed term. The petitioner believes that a new committee would ensure that the renovation <br />would be completed in a more expedient, efficient and cost effective manner. <br />Article 23: Action pending. <br />1 <br />
