RECEIVED <br />BYLAW COMMITTEE MINUTES #262 -'OWN CLERK <br />FADING, MASS. <br />September 18. 2002 <br />2112 SIP 2 1 A S: 3 1 <br />7:30 p.m. Meeting called to order a Town Hall Meeting Room. <br />Members present: Phil Pacino, George Theophanis and Dolores Carroll. <br />Guests: Police Chief Robert Silva, Officer Cris Pico, Associate Town Counsel Joan <br />Langsam, CPDC members Dick Howard and Jonathan Barnes, present to review articles for <br />the Special Town Meeting of October 7, 2002. <br />Article 7: Police Chief Silva related the need for hiring Special Police Officers to work police <br />details, freeing officers for their regular duties. Recommendation of this article would <br />authorize the Board of Selectmen to file a Home Room Petition with the General Court of the <br />Commonwealth enabling retired Reading Police Officers to work as Special Police Officers, <br />with the same restrictions and requirements of a regular officer. <br />On motion of George Theophanis, seconded by Dolores Carroll, Article 7 was recommended <br />by a vote of 3-0-0. <br />Articles 4 and 5:h4e-Howard and Jonathan Barns took the Committee through the long <br />process of bringing these zoning amendments to their current status to prepare Longwood <br />Poultry Farm for redevelopment. <br />Traffic, visual impacts, affordable housing, density, design, replacement of the PUD area of <br />the Zoning Map with PUD-17, are part of these amendments. <br />Article 4: Action pending. <br />Article 5 Action pending. <br />Minutes #261 were reviewed and on motion of Dolores Carroll; seconded by George <br />Theophanis, Minutes #261 were accepted by a vote of 3-0-0. <br />9:00 p.m. Meeting adjourned.
