I I A 8. 3 2 <br />7:35 p.m. Meeting called to order in the Lower Level Conference Room at Town Hall to <br />review articles 4 and 5 of the Special Town Meeting to be held on March 3, 2003. <br />Members present: Phil Pacino, Nate White, Jack Russell and Dolores Carroll. <br />Guests present: Town Manager Peter Hechenbleikner, Selectwoman Gail Wood, Chairman <br />of the RMLB of Commissioners William Hughes, along with a representative of the finance <br />committee. <br />Minutes #263 were read and on motion of Dolores S. Carroll, seconded by Nate White, the <br />minutes were accepted by a vote of 3-0-1. <br />Phil began the meeting by stating that he would abstain from voting as he was representing <br />the RMLB of Commissioners. <br />Article 4: This proposed amendment to the Reading Home Rule Charter came about as a <br />result of an investigation to improve the governing process of the RMLD and to prevent <br />future abuse. Phil stated that although the Board was pretty much in agreement with Article <br />4, they were concerned with the timing issue. He requested postponement of this article to <br />allow the 30-day review process to take place, as per the Twenty-Year Agreement. Failure <br />to do so would be in violation of this agreement and serve to antagonize the other towns. <br />Further discussion continued, ending with the vote of the Committee being "action <br />pending" <br />Article 5: Although this amendment to the General Bylaws was not opposed by the RMLD, <br />the Committee voted not to recommend this article. <br />9:00 p.m.: On motion of Jack Russell, seconded by Dolores S.
