BYLAW COMMITTEE MINUTES #268 <br />November 6, 2003 <br />52 <br />7:00 p.m. Meeting called to order in the Lower Level Conference Room in Town Hall. <br />Members present: Phil Pacino, George Theophanis, and Dolores Carroll. <br />Minutes #267 were reviewed and on motion of George Theophanis, seconded by Dolores Carroll, <br />were accepted by a vote of 3-0-0. <br />A review of the three remaining articles for the November 10`'', 2003 Subsequent Town Meeting was <br />on the agenda with the following recommendations being made: <br />Article 14: Following discussion related to changes to the present article, the committee decided to <br />accept George's proposed changes which are as follows: <br />"Those members of standing multiple member bodies and those individuals in unpaid positions, <br />whether appointed or elected, named by the bylaw, shall be residents of the Town and shall only be <br />qualified to serve as such for the period in which they are residents of the Town unless specifically <br />accepted by Bylaw for purposes of utilizing expertise of non-residents. Any such member or <br />individual who no longer is a resident of the Town shall be deemed to have vacated his position. <br />Any member of a multiple-member body and any individual appointed to an unpaid position by the <br />Board of Selectmen or other appointing authority who intends to no longer be a resident of the Town <br />shall immediately notify the Town Clerk in writing of such change. <br />On motion of Phil Pacino, seconded by Dolores Carroll, the Committee voted to recommend <br />Article 14, as amended, by a vote of 3-0-0. <br />Article 15: On motion of Dolores Carroll, seconded by George Theophanis, the Committee voted to <br />recommend Article 15 by a vote of 3-0-0. <br />Article 16: On motion of George Theophanis, seconded by Dolores Carroll, the Committee voted to <br />recommend Article 16 by a vote of 3-0-0. <br />Article 18: On motion of George Theophanis, seconded by Dolores Carroll, the Committee voted to <br />recommend Article 18 by a vote of 3-0-0. <br />Minutes #267 were reviewed, and on motion of George Theophanis, seconded by Dolores Carroll, <br />the minutes were accepted by a vote of 3-0-0. <br />7:40 p.m. Meeting adjourned. <br />Respectfully submitted, <br />Dolores S.
