M A S S. <br />October 20, 2004 2004 NOV -co A g: 33 <br />7:30 p.m. Meeting called to order in the Conference Room of Town Hall by Chairman Phil <br />Pacino.. <br />Members present: Phil Pacino, George Theophanis, Maria Silvaggi, and Dolores Carroll. <br />Guests present: Selectman Gail Woods, Virginia Adams and Clayton Jones, all members <br />of the West Street Historic District Study Committee, to review Article 17 of the <br />November 8th Subsequent Town Meeting. <br />Article 17: The members reviewed with the committee the proposed bylaw establishing <br />West Street as a Historic District. Clayton Jones, explained that this area is different from <br />other historic areas in the sense that there is no pure period. There is a 250 year range of <br />styles. <br />George noted that this section of the bylaws should be Section 5.18 and not 5.17, and that <br />the numbers should continue in sequence as they do in the bylaws. <br />Maria's concern was whether residents, both present and incoming, would find the <br />guidelines too restrictive. Clayton responded that there is a Hardship Certificate available; <br />however, feedback from the majority of residents has been positive. A future meeting is <br />planned. <br />Several of the recommendations by George include the following: <br />Section 4.3: replace the word for with of in the last line of the paragraph, and <br />Section 5.3: replace the word may with shall in line 3 and the G in guidelines <br />with g in line four of the paragraph. <br />On motion of George Theophanis, seconded by Dolores Carroll, the Committee voted to <br />recommend the subject matter of Article 17, as amended, by a vote of 4-0-0. <br />Minutes #269 were read and approved by a vote of 4-0-0. <br />8:45 p.m. Meeting adjourned. <br />Respectfully submitted, <br />All <br />1'.
