BYLAW COMMITTEE MINUTES #271 <br />November 4, 2004 <br />d.- (C-, <br />~tE ~~L!`~E <br />t>>h'+d CL DK <br />2004 140 -q 8: 4q <br />7:30 p.m. Meeting called to order in the Conference Room in Town Hall by Chairman Phil <br />Pacino.. <br />Members present: Phil Pacino, George Theophanis, Maria Silvaggi, and Dolores Carroll. <br />Guests present: Cris Riley, representing Community Planning and Development <br />Commission, to review Articles 18 and 19 of the November 8th Subsequent Town <br />Meeting. <br />Article 18: Cris explained that this amendment would waive permit requirements, either <br />partially or completely, depending upon the circumstances, making the process less <br />burdensome, especially for small business owners. <br />George suggested that either the title be underlined or left out entirely and that the <br />numbers run consecutively and correctly; i.e., "4.3.3.12.4" should be "4.3.3.12". <br />Article 18: On motion of Maria Silvaggi, seconded by George Theophanis, the Committee <br />voted to accept the subject matter of Article 18, with format corrections in place so that <br />bylaws run consecutively, by a vote of 4-0-0. <br />Article 19: This amendment to the Zoning Bylaws waives loading zone space <br />requirements, which could have a negative impact on certain areas of the Town, especially <br />within the square. As Maria noted, space within the area is very limited for both pedestrian <br />and vehicle traffic and allowance of the waiver would only exazerabate the problem. While <br />Cris noted that a major business has shown interest in acquiring space in the square, the <br />cons far outweigh the pros due to space limitations. <br />Article 19: On motion of George Theophanis, seconded by Dolores Carroll, the <br />Committee voted to accept the subject matter of Article 19 by a vote of 3-0-1. <br />Article 16: Upon reviewing proposed amendments to the Charter, several of the <br />recommendations made by George include the following: <br />Section 2-15: Warrant Articles: line 5 add as defined in Section 2-14," <br />after the word "Subsequent". <br />Section5-5: Removal Procedures: (d) Severance - line 5, change month's <br />to months'. <br />Article 16: On motion of Dolores Carroll, seconded by George Theophanis, Article 16 <br />was recommended, as amended, by a vote of 4-0-0. <br />
