M,?;. <br />1uUJ € U ! . <br />7:30 p.m. Meeting called to order by Chairman Phil Pacino in the Arnold Berger Room in <br />Town Hall. <br />Members present: Phil Pacino, Jack Russell, and Dolores Carroll. <br />Guests present: Town Manager Peter Hechenbleikner and Historical Commission <br />members, Virginia Adams and Roberta Sullivan. <br />Article 24: Peter explained that approval of this article would establish the uses and <br />conditions of use of Memorial Park. This has been an ongoing issue for many years and <br />recent recommendations have been made to try to locate any heirs, and if that proves <br />unsuccessful, to petition the Middlesex Probate Court for an order of Cy Pres, wherein a <br />judge will make a decision.. <br />Jack suggested the following amendments: <br />at the 3rd bullet insert designating after and; <br />- replace spaces as with areas to be. <br />On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to <br />recommend the subject matter of Article 24, with the changes suggested, by a vote of <br />3-0-0. <br />Article 25: Following a brief discussion of this article which would permit beer and wine <br />package stores within convenience stores, the Bylaw Committee, on motion of Jack <br />Russell, seconded by Dolores Carroll, voted not to recommend Article 25 by a vote of <br />3-0-0. <br />Article 26: Virginia Adams and Roberta Sullivan reviewed the proposed amendment to <br />the Zoning Bylaws which, by special permit, would allow single-family residential use of <br />carriage houses, barns or stables existing prior to 1910. Presently there are 30-40 eligible <br />structures that fall within this range. <br />Jack noticed that carriage house, stable and barn should be renumbered to read <br />"2.2.5.2". <br />On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee moved to <br />recommend Article 26, with a change to the number, by a vote of 3-0-0. <br />Article 27: Action pending. Although the Bylaw Committee is in favor of a the West <br />Street District Bylaw, the consensus is that it needs further review. <br />
