BYLAW COMMITTEE MINUTES #274 - ",'K <br />October 24, 2005 <br />A . c€ <br /> <br />7:30 p.m. Meeting called to order by Chairman Phil Pacino in the Conference Room of <br />Town Hall. <br />Guests present: Town Manager Peter Heckenbleickner, Moderator Alan Foulds, <br />representing the Rules Committee, Chairman Cris Riley and Dick Howard representing <br />CPCS and John Crosby representing the Downtown Steering Committee. <br />Members present: Phil Pacino, George Theophanis and Dolores Carroll. <br />Article 17: Alan Foulds explained that the Rule 9 Bylaw amendment replaces "Robert's <br />Rules of Order" with "Town Meeting Time", substituting a generic, confusing and often <br />difficult book to locate and understand, with an easier read for Town Meeting Members. <br />The Committee agreed with George's suggestion to delete the word only in the last line of <br />Rule 19 so that it reads, "..except that to lay on the table shall require a majority vote." <br />On motion of George Theophanis, seconded by Dolores Carroll, the Bylaw Committee <br />voted to recommend the subject matter of Article 17, as amended, by a vote of 3-0-0. <br />Article 19: Peter reviewed the Aquifer Protection District amendment to the Zoning <br />Bylaws which forbids underground storage of toxic and hazardous materials, with the <br />exception of propane tanks. George suggested replacing "allowed" with installed, so that <br />the addition to 4.8.6.2.4.14. reads: ":.......normal household use installed and used....." <br />On motion of Dolores Carroll, seconded by George Theophanis, the Bylaw Committee <br />voted to recommend Article 19, as amended, by a vote of 3-0-0. <br />Article 20: Dick Howard. explained that the addition of the "Mixed Use Overlay District" <br />to the Zoning Bylaws mixes commercial, residential and open space. This combination <br />offers residents the convenience of waking to public transportation and local businesses. <br />A percentage of low-income units are included in this district. <br />George Theophanis moved to recommend Article 20, as presented in the motion to be <br />reviewed, which was seconded by Dolores Carroll, and recommended by the Bylaw <br />Committee by a vote of 3-0-0. <br />Article 21: This amendment to the Zoning Map of the Town of Reading allows certain <br />named properties to be placed into the Business B Zoning District. <br />On motion of Dolores Carroll, seconded by George Theophanis, the Bylaw Committee <br />voted to recommend Article 21 by a vote of 3-0-0. <br />Article 22: Action pending as the petitioner was unavailable. <br />
