BYLAW COMMITTEE MINUTES #275 <br />February 23, 2006 <br />7:30 p.m. Meeting called to order in the Arnold Berger Room of Town Hall <br />by Chairman Pro Tem Jack Russell. <br />SS, <br />t;. <br />, -11 <br />`rufflk 31 <br />Members present: Jack Russell, Maria Silvaggi and Dolores Carroll. <br />Guests present: Town Manager Peter Heckenbleickner, Roberta Sullivan and Wilbar <br />Hoxie, members of the Historical Commission. <br />Article 27: Roberta Sullivan and Wilbur Hoxy reviewed the proposed amendment to <br />§ 5.13 of the General Bylaws which include the following changes: <br />§ 5.13.3.2: Insert the word "completed" in the second line before the word <br />"application" and add the word "form" following "application". <br />§ 5.13.3.3: Replace the word "Permit" with "Application" so that it becomes <br />Demolition "Application". <br />§ 5.13.3.4: Replace the word "Town" with "Applicant", which places <br />responsibility on the Applicant for all costs related to notices. <br />§ 5.13.3.6: Replace "six (6)" with "twelve (12)", extending the demolition <br />process from six to twelve months. The Commission feels the <br />current bylaw is inadequate and the extension of time will allow <br />other options to be explored in the hopes that buildings of historic <br />significance will be preserved. <br />§ 5.13.3.4: Jack-Russell suggested the addition of the letter "f' at the end of <br />the third paragraph was unnecessary and the Committee agreed. <br />On motion of Maria Silvaggi, seconded by Dolores Carroll, it was moved and seconded <br />to recommend the subject matter of Article 27 , with changes, minus the second change to <br />paragraph 2 of § 5.13.3.4, by a vote of 3-0. <br />Article 24: Peter explained that passage of this proposed replacement to the Animal <br />Control Bylaw would tighten and codify § 5.6 of the General Bylaws and ensure the safety <br />of the general public. <br />Maria felt the duties of the Animal Control Appeals Committee should be defined. <br />The Committee proposed the following numerical changes: <br />~ 5.6.3 renumbered 5.6.4; 5.6.4 renumbered 5.6.5; and 5.6.5 renumbered <br />5.6.3. <br />
