4 <br />RECEIVED <br />BYLAW COMMITTEE MINUTES2} WN CLERK <br />October 23, 2006 2001 FEB _b A 44 <br />7:35 p.m.: Meeting called to order by Chairman Phil Pacino in the Town Hall Conference <br />Room. <br />Members present: Chairman Phil Pacino, George Theophanis and Dolores Carroll. <br />Guest present: Town Manager Peter Heckenbleickner reviewed several of the proposed articles <br />with the Committee in preparation of the Subsequent Town Meeting to be held on Monday, <br />November 13, 2006. <br />Article 14: Acceptance of a recently signed law under G. L. c. 39, § 23D would allow a board, <br />committee or commission member to miss one meeting and still be permitted to vote, provided <br />that the member certifies that he/she has reviewed the audio, video or transcripts of the missed <br />meeting. <br />On motion of George Theophanis, seconded by Dolores Carroll, it was moved and seconded to <br />recommended the subject matter of Article 14 by a vote of 3-0-0. <br />Article 15: Action pending. <br />Article 16: The proposed "Sight Triangles" (intersecting property lines) amendment to the <br />General Bylaws is expected to improve traffic safety and visibility in the downtown and <br />residential areas. Although downtown is excluded, corner residential lots would have height <br />restrictions within this triangular area to ensure that proper visibility is available to pedestrians <br />and vehicles. <br />George proposed inserting the word "feet" in place of the symbol where necessary, which the <br />Committee agreed with. <br />On motion of Dolores Carroll, seconded by George Theophanis, it was moved and seconded to <br />recommended the subject matter of Article 16 by a vote of 3-0-0. <br />8:30 p.m. Meeting adjourned. <br />Submitted by: <br />Z-Xzo,-~~ Z&4,t~~ <br />Dolores S.
