BYLAW COMMITTEE MINUTES #280 VZEc <br />FebruaKy 5. 2007 <br />' . . <br />;~~~~,.3 <br />7:30 p.m.: Meeting called to order by Chairman Phil Paclno in the Town Hall Conference <br />Room. <br />Members present: Chairman Phil Pacino, Jack Russell, Dolores Carroll and new member <br />Ronald Thomas O'Keefe, Jr. <br />Guests presents: Town Manager Peter Heckenbleickner and CPDC Chairman John Sasso <br />joined the Committee to review several of the articles scheduled to be presented at the Special <br />Town Meeting on Monday, February 26, 2007. <br />Article 12: Approval of this article would replace Section 5.10 of the General Bylaws by <br />establishing guidelines in the operation of retail and commercial business within the hours of <br />12:01 a.m. and 6:00 am. Selectmen's approval is required. <br />Phil asked that the numbering under Section 5.10.4 be changed so that (a) becomes 5.10.4.1 and <br />(b) becomes 5.10.4.2 to comply with the format of the General Bylaws. <br />Jack suggested renewal language be added to 5.10.5 so that annual hearings are not necessary. <br />On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to <br />recommend the subject matter of Article 12, as amended, by a vote of 4-0-0. <br />Article 11: This amendment to the General Bylaws permits a former resident and member of the <br />Finance Committee to serve as an ex-officio member of any board, commission or committee. <br />On motion of Jack Russell, seconded by Ronald O'Keefe, Jr., the Bylaw Committee voted to <br />recommend the subject matterlpf Article 11 by a vote of 4-0-0. <br />Article 10: Amending Section 4.9.6.21 of the Zoning Bylaws decreases the time in which <br />multifamily dwellings can be built in a PUD-R district from seven to four years, while Section <br />4.9.6.10 increases affordable housing from fifteen to twenty percent within the same district. <br />On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to <br />recommend the subject matter of Article 10 by a vote of 4-0-0. <br />Article 8: Approval of this addition to Section 4.9.7.4.2. to the Zoning Bylaws would prohibit <br />parking in front of the building; however, signs would be permitted on both the front and rear <br />walls of the building. <br />On motion of Jack Russell, seconded by Ronald O'Keefe, Jr., the Bylaw Committee voted to <br />recommend the subject matter of Article 8 by a vote of 4-0-0. <br />
