Board of Selectmen Meeting <br /> August 20, 1987 <br /> The meeting convened in the Board of Selectmen Meeting Room, 6 <br /> Lowell Street, Reading at 7:40 P.M. Members present Russell, <br /> Graham, Nigro, Ziegler. Also present Peter Hechenbleikner, Town <br /> Manager, Yano Tine Appraiser, Bob Nordstrand, Bill Locke and Mike <br /> Sullivan Assessors . It was indicated that the meeting was <br /> noticed and a public hearing noticed for the Classification Hear- <br /> ing for the tax rate. The Assessors were split in their recom- <br /> mendation of a split tax rate. The Assessors recommendation was <br /> 2-1 to provide for a split tax rate with the industrial and com- <br /> mercial tax rate being 1500 of the residential rate. After some <br /> considerable discussion, there was a motion by Ziegler seconded <br /> by Nigro to go with a single rate, because the advantage to the <br /> home owners of the split rate is small, and the Town is not in- <br /> terested in sending any anti-business signals at this time. The <br /> vote was 4-0-0 in favor of the motion. <br /> On motion by Graham and seconded by Nigro that the Town adopt the <br /> residential exemption, the motion was defeated 0-4-0, with the <br /> Assessors not recommending the residential exemption. <br /> On motion by Graham and seconded by Ziegler that the open space <br /> exemption be adopted, the motion was defeated 0-4-0 , with the As- <br /> sessors not recommending adoption. <br /> On motion by Zeigler seconded by Nigro the Board of Selectmen <br /> went into executive session to discuss labor negotiations and <br /> litigation. By roll call vote all voted in favor and the Board <br /> adjourned to Executive Session not to come back into open ses- <br /> sion. <br />
