Minutes of the Board of Selectmen Meeting <br /> April 17, 1990 <br /> The meeting was convened at 7:01 p.m. in the Selectmen's Meeting <br /> Room, 16 Lowell Street, Reading, Massachusetts. Present were <br /> Chairman Russell Graham, vice Chairman Dan Ensminger, Secretary <br /> George Hines, Selectmen Eugene Nigro and Sally Hoyt, Town Manager <br /> Peter I. Hechenbleikner, and a variety of residents. <br /> The Town Manager stated that his initial intent was to recommend <br /> to the Board of Selectmen a reduction in the amount proposed for <br /> the FY91 Budget for trash removal and disposal. The amount would <br /> be a $125,000 reduction, based on a recycling option. Since that <br /> time, the Town has been informed that Blue Cross Blue Shield is <br /> dropping the Town as an insured. Based on this action, the Town <br /> Manager felt that it would be prudent to reduce the trash expense <br /> line item by the $125,000, but use that to reduce the free cash <br /> for FY91 until we resolve the health insurance issue. After con- <br /> siderable discussion, the Board approved this action. <br /> On motion by Hines, seconded by Hoyt, the Board voted to recom- <br /> mend Article 4 of the Special Town Meeting Warrant by a vote of <br /> 4-1-0. On motion by Ensminger, seconded by Hoyt, the Board voted <br /> to approve the subject matter of Article 5, as recommended by the <br /> Town Manager by a vote of 5-0-0. <br /> The Board will hear discussion by the Reading Municipal Light <br /> Department at their meeting on 4-24-90. <br /> On motion by Hines, seconded by Nigro, the Board voted to recom <br /> - mend Article 10 by a vote of 5-0-0. <br /> On motion by Ensminger, seconded by Nigro, the Board voted to ad- <br /> journ at 8:20 p.m. by a vote of 5-0-0. <br /> Respectful) s pitted, <br /> ecre ry <br />
