Minutes of the Board of Selectmen Meeting <br /> February 27, 1990 <br /> The meeting convened at 7 : 36 p.m. in the Selectmen's Meeting <br /> Room, 16 Lowell Street, Reading, Massachusetts. Present were <br /> Chairman Russell Graham, Vice-Chairman Mollie Ziegler, Secretary <br /> Daniel Ensminger, Selectmen Eugene Nigro and John Russell, Town <br /> Manager Peter Hechenbleikner and Finance Director Beth Klepeis. <br /> Also present were the following residents: Bill Brown, Nancy <br /> Drane, Tom Fuller, Gene Loubier, Bruce Morang. <br /> Minutes <br /> On motion by Ziegler, seconded by Russell the Board approved the <br /> minutes of February 13, 1990 as amended by a vote of 5-0-0. <br /> Liaison Reports <br /> Dan Ensminger indicated that he and several other members of the <br /> Board had attended the Town Hall Dedication on Sunday. Gene <br /> Nigro had nothing under the liaison reports but suggested to any <br /> of the audience watching at home that the voter registration for <br /> the spring election closed tonight at 10:00. Selectmen Russell <br /> and Ziegler had no liaison reports. Selectman Graham indicated <br /> that he had attended the dedication, and had also attended the <br /> annual birthday party for Arnold Berger and Bruce Morang. <br /> Public Comments <br /> Bill Brown asked what the status of land sales was. Russ Graham <br /> indicated that we would have some comment on them before Town <br /> Meeting. Mr. Brown also indicated that cars were still parked on <br /> the sidewalk and should be ticketed. <br /> Tom Fuller and Nancy Drane appeared before the Board of Selectmen <br /> requesting a "parade permit" for the proposed rally in favor of a <br /> Prop 2 1/2 Override to be held on the Reading Common. Based upon <br /> comment from the Police Chief, the Board approved this rally for <br /> Sunday, March 18, 1990 from 12 :30 p.m. to 2:30 p.m. with the con- <br /> dition that the Reading Common be restored to its usual pristine <br /> conditions. <br /> Bill Brown asked if band uniforms are owned by the Town and Nancy <br /> Drane indicated that the band would not be there in uniform. The <br /> motion was passed by a vote of 5-0-0. <br /> Beth Klepeis appeared before the Board of Selectmen at 8: 00 p.m. <br /> to explain the Before Tax Health Care Plan. On motion by Nigro, <br /> seconded by Ziegler the Board voted to close the public hearing <br /> by vote of 5-0-0. <br /> On motion by Ensminger, seconded by Ziegler the Board approved <br /> the following resolution: The Town adopt the Town of Reading <br /> Before Tax Health Premium Plan for employees paid biweekly, ef- <br /> fective for the pay period ending March 2, 1990 in accordance <br /> with the terms of the plan document attached hereto and made a <br /> part of the minutes of the meeting; that Elizabeth W. Klepeis, <br />
