Minutes of the Board of Selectmen Meeting <br /> January 16, 1990 <br /> A quorum was not present until 8:20 p.m. However, with Chairman <br /> Graham and Vice . Chairman Ziegler present, Ed Bates and JoAnn Her- <br /> regel from M.A.P.C, made a presentation to the Board of Selectmen <br /> on Metroplan 2000 . Dan Ensminger joined the meeting at 8 : 20 <br /> p.m. , and a quorum being present, the meeting was called to order <br /> at that time. Present were Chairman Graham, Vice Chairman <br /> Ziegler, Secretary Ensminger, Town Manager Peter Hechenbleikner, <br /> and the following list of residents and other interested parties <br /> Nathan C. White, Gerald MacDonald, Victor Carlson, Ed Bates, <br /> JoAnn Herregel , Thomas A. Fennelly, Mark Favaloro, Thomas <br /> Stohlman, George Hines, Richard Howard, William Goodrich, <br /> Jonathan Edwards, and John Bruno. <br /> On motion by Ziegler, seconded by Ensminger, an entertainment <br /> license for Reading Overseas Veterans Association for the use of <br /> recorded or live music, dancing by patrons, and use of amplifica- <br /> tion system and television was approved by a vote of 3-0-0, for a <br /> term expiring 12/31/90. Tom Fennelly from the Reading Overseas <br /> Veterans was 'present. <br /> John Bruno from Ida's Stationhouse Restaurant was present. He <br /> has requested an entertainment license for a-television in the <br /> waiting area. There are seats in the waiting area, but <br /> generally, people are not served in that location. There is <br /> cable TV, but no premium channels are available. On motion by <br /> Ensminger, seconded by Ziegler, an entertainment license was <br /> granted to Ida's Stationhouse Restaurant for a television in the <br /> waiting area, provided that no food service would be available in <br /> the waiting area if there is a table available in the restaurant. <br /> The license expires 12-31-90. The motion was approved by a vote <br /> of 3-0-0. <br /> Chairman Tom Stohlman, members Bill Goodrich, Mark Favaloro, Dick <br /> Howard and George Hines from the Community Planning and Develop- <br /> ment Commission were present. They discussed with the Board of <br /> Selectmen the need to update and codify the Zoning Bylaws; the <br /> need to maintain the level of support for the Community Develop- <br /> ment function within the budget; the need for accelerating por- <br /> tions of the Town-wide traffic study; the status of the Master <br /> Plan (they are currently in Phase III and a report of progress in <br /> writing will be made to Town Meeting as part of the packet for <br /> the 1990 Annual Town Meeting) ; the support for filling the Assis- <br /> tant Director of the Department of Public Works - Engineering <br /> position; and urging the Board of Selectmen to continue to sup- <br /> port regional planning efforts, including Metroplan 2000. Chair- <br /> man Russ Graham indicated that the CPDC needs to let residents <br /> know about the need to continue planning and community develop- <br /> ment activities, since resources are very tight. The CPDC also <br /> updated the Board of Selectmen on two outstanding law cases -- <br /> the Gould Street Ace Art Building regarding public parking, and <br /> s the_ subdivisonat Dockside Drive. <br /> 2 <br /> On motion by Ziegler, seconded by Ensminger, the minutes of the <br /> meeting of December 19, 1989 were approved with modifications by <br /> a vote of 3-0-0. <br />
