Minutes of the Executive Session <br /> Boardof Selectmen Meeting <br /> March 25, 1991 <br /> The meeting convened at 9:05 P.M. in the Superintendents Con- <br /> verence Room, 62 Oakland Road, Reading, MA. Members present were , <br /> Chairman Eugene Nigro, Vice Chairman George Hines , Secretary <br /> Sally Hoyt, Selectmen Dan Ensminger and Russ Graham, Town Manager <br /> Peter Hechenbleikner, School Committee members Nissen, Twomey, <br /> Cummings, Philbrick and Williams, Superintendant Robert Munnelly, <br /> Assistant Superintendent Lynn Bak, and Business Manager Warren <br /> Hopkins. <br /> On motion by Hines seconded by Ensminger the Board of Selectmen <br /> voted to go into Executive Session with the School Committee to <br /> discuss labor negotiations and not to come into open session. <br /> All five members voting in the affirmative, the Board went into <br /> Executive Session. <br /> The discussion centered around the status of labor negotiations. <br /> Stan Nissen indicated that they have had negotiations with the <br /> school teachers, primarily discussing language , issues at this <br /> point. He felt that they would reach agreement at a 0 increase <br /> in year one, but would need to give them something in year two. <br /> There are some language changes including a change in Equipment <br /> Manager, reducing the teaching year by one day, increasing the -. <br /> sick leave cap by five days, and an extension of the clause which <br /> would not continue to permit the School Committee to bypass <br /> seniority in considering Reduction in Force. The School Com- <br /> mittee has offered the teachers the option of redistributing the <br /> same step increase funds among all the teachers. <br /> The Town in its negotiations, primarily with the Firefighters at <br /> this point, is at a proposed FY92 increase of 0%, FY93 increase <br /> of 0% and reopener for FY94. The School is further advanced in <br /> terms of the number of negotiation sessions that have taken <br /> place. The School Department will delay further negotiations un- <br /> til the Town has had a chance to catch up. It would be hoped <br /> that the Town negotiations could take the lead in terms of <br /> settlements. <br /> On motion by Ensminger seconded by Hines, the Board voted to ad- <br /> journ the Executive Session at 11: 00 p.m. by an affirmative vote <br /> of all five members in attendance.
