Board of Selectmen Meeting <br /> March 3, 1998 <br /> The meeting convened at 6:30 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, <br /> Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce <br /> MacDonald, Secretary Sally Hoyt, Selectmen Dan Ensminger and George Hines, Town Manager <br /> Peter Hechenbleikner, Town Counsel H Theodore Cohen, and the following list of interested <br /> parties: Bill Brown, Edwina Kasper, Roger Sanstad, Russ Graham, Richard Radville, John <br /> Doherty, Michael Slezak, Margaret Cowell, Gene Raymond. <br /> On motion by Hoyt seconded by Ensminger, the Board of Selectmen voted to go into Executive <br /> Session at 6:30 p.m. for the purpose of discussing strategy with respect to labor negotiations, <br /> strategy with respect to litigation, and approval of minutes to come back into Open Session <br /> approximately 7:30 p.m. On a roll call vote, Anthony, Hoyt, Ensminger and Hines voted in the <br /> affirmative and the motion was carried. <br /> The Board of Selectmen came back into Open Session at 7:35 p.m. <br /> Personnel and Appointments <br /> Council on Aging—Edwina Kasper was present to be interviewed. <br /> On motion by Ensminger seconded by MacDonald, the Board appointed Edwina Kasper to a <br /> term on the Council on Aging for a term expiring June 30, 1999 with five votes in the <br /> affirmative. <br /> Proclamations/Certificates of Appreciation <br /> Proclamation — Girl Scout Week - On motion by Hoyt seconded by Ensminger, the Board of <br /> Selectmen approved a Proclamation designating March 8—March 14, 1998 as Girl Scout Week in <br /> Reading. The motion was approved by a vote of 5-0-0. <br /> Discussion/Action Items -- <br /> Approval of Cory Lane Estates Conservation Restriction - The Town Manager explained that <br /> this has been approved by the Conservation Commission and showed the Board of Selectmen the <br /> map. <br /> On motion by Ensminger seconded by Hoyt, the Board voted to approve the signing of the <br /> "Grant of Conservation Restrictions" for portions of Lot 1, 2, 3 and 4 on a plan of land entitled <br /> "Conservation Restriction Plan Corey Lane Estates, Reading, Massachusetts" dated October 21, <br /> 1997, and as approved by the property owner and the Conservation Commission. <br /> Town Counsel explained the effect of the restrictions. George Hines asked if it is evident to the <br /> purchaser as to what the restrictions are. Counsel noted that the restrictions were recorded at the <br /> Registry. The restrictions cannot be eliminated except by an act of legislature. The market will <br /> determine whether or not these restrictions have value. Hines felt that complications can result. <br /> The motion was approved by a vote of 5-0-0. <br />
