<br /> The meeting was convened at 7:30 p.m. in the Selectmen's Meeting Room, 16 Lowell Street,
<br /> Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce
<br /> MacDonald, Secretary Sally Hoyt, Selectmen Dan Ensminger and George Hines, Town Manager
<br /> Peter Hechenbleikner, and the following list of interested parties: Ted McIntire, Jonathan
<br /> Edwards, Richard Foley, Beth Klepeis, Maria Silvaggi, Deirdre Hanley, Diane Young, Christine
<br /> Redford, Donald Wood, Madeline Gillis, Dorothy Alworth, Lorraine Barry, Sally McDonald,
<br /> Kathleen Miksis, Corinne Fisher, Rachel Baumgartner, Geraldine Pothier, Kimberly Lynn, Joe
<br /> Connelly.
<br /> The Town Manager presented a proposed motion relative to conflict of interest. The Fire Chief's
<br /> son, Michael Wood, is a candidate for a position of Fire Fighter. The appointment would violate
<br /> the conflict of interest law unless the Board of Selectmen and the Town Manager grant a waiver
<br /> under Chapter 268A, Section 19 (b)(I). The Town Manager recommended this action.
<br /> On motion by Hines seconded by Ensminger, the Board voted in accordance with Chapter 268A,
<br /> Section 19 (b)(1) "the financial interests of Chief Wood with respect to the hiring of Chief
<br /> Wood's son as a Fire Fighter, and as disclosed by Chief Wood in his memorandum of February
<br /> 5, 1998 to the Town Manager, is not so substantial as to be deemed likely to effect the integrity
<br /> of the services which the Town of Reading expects from Chief Wood," and the Town Manager
<br /> is hereby authorized by Chief Wood with written documentation confirming this determination,
<br /> - ` The motion was approved by a vote of 4-0-0.
<br /> Discussion/Action Items
<br /> Budget ets — The following budgets were reviewed: DPW, Water & Sewer, Police, Dispatch and
<br /> Animal Control. New program requests were reviewed, and the Board went through a draft
<br /> prioritization process. The Town Manager will finalize this process, and the Board of Selectmen
<br /> will then add in the Police new program requests based on the completion of the reading of this
<br /> study by the remaining members of the Board.
<br /> Town Manager's Salary — The Board of Selectmen reviewed the Town Manager's salary and
<br /> comparable salaries for comparable positions in other communities. Discussion included a
<br /> percentage of salary or a one time bonus. On motion by Hines seconded by Ensminger the
<br /> Board of Selectmen determined the Town Manager's salary for FY98 to be 3.5% increase above
<br /> current salary, or $88,661 per annum. The motion was approved by a vote of 5-0-0.
<br /> On motion by Ensminger seconded by Hines, the Board voted to adjourn their meeting of
<br /> February 12, 1998 by a vote of 4-0-0.
