Of gfgOi <br />Town of Reading <br />RECEIVED <br />Meeting Minutes TOWN CLERK '- <br />READING, MA. <br />V -K <br />Board - Committee - Commission - Council: 2023 JAN 18 PH 1: 26 <br />Town Forest Committee <br />Date: 2022-11-29 Time: 7 PM <br />Building: Location: <br />Address: <br />Purpose: Town Forest Management Session: <br />Attendees: Members - Present: <br />Tim Kirwan, Kurt Habel.Tom Gardiner, Nancy Dockter, Bill Hughes, Bill <br />Sullivan <br />Members - Not Present: <br />Susan Bowe, Jeff Lamson <br />Others Present: <br />Jane Kinsela, DPW; Martha Moore, Conservation; Kathy Kelly, Trails <br />Committee; Mike Bruno, New England Youth Cycling; Matt LeBlanc; Rick and <br />Sophie Esty of Ruff Life Pet Service and clients <br />Minutes Respectfully Submitted By: Bill Sullivan <br />Topics of Discussion: <br />Meeting was held by video conference due to the COVID pandemic. <br />• Discussed Phase 3 of the dead tree removal in Areas 7, 8, 9 and 10 <br />o Bid of $38,493 from Mayer Tree <br />o Public notification about Phase 3 work is on the Town website and social media <br />o DCR grant received for $10,000 for Phase 3 <br />o DPW contacted Kidder Peabody about the required separation from the gas line <br />near Area 7. They did not respond. <br />• Discussed how to bid invasive plant control. Need to prepare a scope of work to treat the <br />areas of greatest need. Will utilize the balance of the ARPA funds after Phase 3. <br />• Mike Bruno described NE Youth Cycling which is a club of 10 to 12 year old members. <br />Discussed the requirements that all riding be on established trails (no new trails), <br />pedestrians have the right of way, stay off the trails when wet and no construction of <br />jumps or other features. The TFC and Trails committee chair support the club's use of <br />the TF as long as the requirements are followed. <br />• Discussed the latest complaint to RPD about a large group of dogs not under voice <br />control. Ruff Life Pet Service said it was not about their dogs. <br />• Rick Esty said he found a deer hunting bait stand and trail cam which he reported to <br />RPD. <br />• Discussed a suggestion that a bike rack be installed in the proposed Lot 5 TF entrance. <br />The TFC voted to recommend a bike rack. <br />• Matt LeBlanc said that the fence at the end of Strout Ave prevents handicap access to <br />the TF. DPW to investigate. <br />• Approved the minutes of the 9/27/22 and 10/18/22 TFC meetings. <br />• Next Meeting: scheduled for 12/20/22 at 7:00 pm <br />Page 1 1 <br />
