o� Fq�o' <br />Town of Reading <br />���a Meeting Minutes <br />r. �. <br />6,ra, urtwv e <br />Board - committee - commission - Council: <br />Bylaw Committee <br />Date: 2021-03-10 <br />Building: Reading Town Hall <br />Address: 16 Lowell Street <br />Purpose: Discussion of Articles 11 & 12 of <br />the Town Meeting Warrant, Review Town <br />Counsel edits to Article 18 <br />Attendees: Members - Present: <br />Jeff Struble <br />Jason Clarke <br />Jesse Arnold <br />Steve Crook <br />Members - Not Present: <br />Chris O'Donoghue <br />Others Present: <br />Matt Kraunelis, Ivria Fried <br />Time: 7:30 PM <br />RECEIVED <br />TOWN CLERK <br />READING, MA, <br />21122 APR 13 PH 3: 08 <br />Location: <br />Session: Open Session <br />Version: <br />Minutes Respectfully Submitted By: Jesse Arnold <br />Topics of Discussion: <br />Articles 11 & 12 of the Town Meeting Warrant <br />• In 2018 the Brave Act was passed, which gave veterans rights and benefits, <br />including tax benefits, if the local municipality adopts the provisions of the act. <br />• If this is not adopted then veterans pay the typical tax rate, this also extends <br />benefits to Gold Star families. <br />• The town is not currently aware of any Gold Star families in Reading, but this <br />sends a message that Reading is welcoming of veterans. <br />• The Bylaws Committee is in agreement that this is proper to be presented to <br />Town Meeting as the language mirrors the state statutory language. <br />• The language proposed was created by the Department of Revenue (DOR), and <br />this has to be certified to the DOR, and we recommend mirroring the language. <br />• The Bylaws Committee suggests that this matter be presented to FinCom to <br />determine if they should weigh in on this. <br />Steve Crook made a motion to accept the language of Article 11, which was seconded <br />by Jason Clarke. The motion passed 4-0. <br />Jesse Arnold made a motion to accept the language of Article 12, which was seconded <br />by Steve Crook. The motion passed 4-0. <br />Page 1 1 <br />
